The Ministry of Home Affairs has submitted to the Government a draft Decree on the assessment and classification of the quality of civil servants, which clearly states the regulation on evaluating the performance of tasks (KPI) for civil servants holding leadership and management positions.
The duties of civil servants holding leadership and management positions depending on the position they take on, include:
The tasks assigned to be directly performed; The tasks of directing, operating, organizing the implementation of tasks, guiding, inspecting, supervising, and resolving problems within the scope of functions and tasks related to products/work and civil servants in the assigned unit.
The results of task implementation through quantity, quality and progress are determined according to the provisions of Clause 2, Article 9 or Clause 2, Article 10 of this Decree, in which:
The number of assigned products/works is the total task prescribed in Clause 1 of this Article, each task is determined to be an assigned product/work (to resolve the product/work, it will be converted according to that product/work).
The quantity of completed products/work is the quantity of products/work assigned as prescribed in Point a of this Clause that has been completed with quality, progress based on specific results achieved.
In addition to the criteria on the results of performing tasks in Clause 2 of this Article, civil servants holding leadership and management positions are also evaluated according to the following criteria:
Results of activities of agencies, organizations, units or fields assigned to leadership, management, and responsibility:
In case 100% of civil servants under the management authority and in charge of classifying quality as task completion or higher, the score will be calculated at 100%.
In case a civil servant under the management or responsibility is classified as not completing the task, the score will be calculated at 50%.
Capacity to organize and implement tasks:
In case the unit completes all tasks according to the plan on time, ensures quality, has initiatives or solutions to organize effective implementation, the score will be calculated at 100%.
In case there are shortcomings, limitations, or prolonged delays in implementing the assigned work program or plan during the assessment period, the score will be calculated at 50%.
Capacity for gathering and uniting civil servants under management:
In case the unit maintains a united working environment and effective coordination between individuals and departments, the score will be calculated at 100%.
In case there are no reflections, complaints, or recommendations about conflicts or prolonged internal disunity during the assessment period, the score will be calculated at 50%.
