Recently, the Prime Minister issued a telegram requesting ministries, branches and localities to focus on resolving backlog projects, stop construction, urgently deploy, complete and put into use to prevent waste and loss.
In the telegram, the Prime Minister named many works and projects that have not had their difficulties promptly resolved by all levels, sectors, agencies and units, causing them to stagnate and stop construction for a long time.
These include the investment project to build Can Tho City Oncology Hospital; the second facility project of Bach Mai Hospital and Viet Duc Hospital; the flood prevention project in Ho Chi Minh City, the Vicem Operation and Transaction Center, etc.
Sharing with Lao Dong about solutions to get projects into operation soon, delegate Nguyen Thi Viet Nga (Hai Duong delegation) said that to overcome this, we must carefully review to know where the projects are stuck.
Because there are projects that have been built for a long time, the infrastructure has degraded, there is no unit to take over, and they have not been accepted, so they cannot be used or operated.
The delegate emphasized that if we make every effort to resolve problems in projects, we can find a way to resolve them, not let them go to waste like they are now.
"There must be someone responsible for reviewing, pointing out problems and proposing solutions for the authorities to comment on.
"For projects that do not have institutional or regulatory problems but are put into use ineffectively, it is also necessary to review to find the cause of this situation," said delegate Nguyen Thi Viet Nga.
According to the female delegate of Hai Duong, each project will have a different cause, not a common cause. Only from the specific cause can a feasible solution be proposed.
For example, when the second facility project of Bach Mai Hospital and Viet Duc Hospital was completed, the medical staff of Bach Mai Hospital and Viet Duc Hospital were not ready to move to another workplace.
Because the doctors and nurses working at these two hospitals all have families living in Hanoi. Commuting from Hanoi to Ha Nam every day is very difficult, even impossible because there is no means of transportation.
In addition, we only build hospitals without considering housing for doctors who come to work. These are issues that have not been given attention.
“Inadequate facilities and conditions prevent the hospital from being completed and put into operation. If there is a hospital, there must be doctors and equipment to have patients.
"We need to consider conditions so that doctors can not only work but also stay, travel, and live long-term to be able to dedicate themselves with peace of mind," said this delegate.
Also on this issue, delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) said that the drastic direction of backlogged and slow-to-implement projects will contribute to solving the problem of waste.
According to the delegate, to solve the problem fundamentally, it is necessary to develop handling criteria, for example, prioritizing the resolution of projects (both public and private) in Hanoi and Ho Chi Minh City; at the front of international gateways; or on main traffic routes.
At the same time, it is necessary to clearly identify the scope of the problem to determine the responsibility for handling it; it is important to have the conclusion of the state inspector and auditor, based on which the root cause can be handled.
“If it is within the local authority, the locality must conduct an inspection and examination, and handle the matter based on the conclusion. If it is beyond the authority, the Central Government will establish an audit and inspection team, draw conclusions, and report to the Central Steering Committee on anti-corruption, waste, and negativity to propose a handling policy,” said delegate Tran Hoang Ngan.
