Streamlining the apparatus, selecting the "right" and responsible cadres
To date, 30/30 ministries, ministerial-level agencies, and government agencies have submitted plans to reorganize their apparatus and reported on the implementation of Resolution No. 18-NQ/TW.
Politburo member and Prime Minister Pham Minh Chinh, at the meeting of the Government's Steering Committee on "Summing up the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" on January 2, said that up to now, the plan to merge and consolidate ministries, agencies and agencies has been agreed upon and the agencies have completed the plan to streamline the internal apparatus to submit to the Government.
The Head of Government emphasized that the arrangement, streamlining of the organizational apparatus, and streamlining of staff must be associated with restructuring and improving the quality of civil servants and public employees; it is necessary to continue reviewing policies to ensure the legitimate rights and interests of cadres, civil servants, public employees, and workers. For specific issues, it is necessary to review and synthesize nationwide, assess the impact to develop and propose a number of appropriate policies in the current context.
Along with that, continue to research, amend and supplement regulations to resolve problems arising in practice, including urgently submitting to the Government a Decree on public asset management to have a basis for handling issues related to public assets during the arrangement process.
Delegate Nguyen Thi Viet Nga (Hai Duong Delegation) said that among many difficulties and obstacles, the most difficult is the selection, arrangement and assignment of cadres for new units. Therefore, it is necessary to evaluate and select the right cadres in streamlining the apparatus; eliminate lazy people in the apparatus, and attract talented people for public administration.
Delegate Viet Nga said that leaders of merged, reorganized, and streamlined localities and competent authorities need to pay attention to listening to the thoughts and aspirations of cadres, and at the same time evaluate cadres to ensure fairness, openness, objectivity, and transparency in selecting and arranging cadres in new units and localities to ensure the right people for the right jobs according to the motto "arranging people for the job".
This is also an opportunity for agencies and units to streamline the staff of civil servants and public employees, on the one hand, to resolve the regime and policies for those who voluntarily resign and to retain those with good qualities and abilities...
Transparency and publicity in selecting officials to stay in the state apparatus
Dr. Pham Trong Nghia - Full-time member of the National Assembly's Social Committee - stated that the selection of who stays or goes must be based on a clear, transparent, and impartial assessment of officials, civil servants, and public employees, based on practical evidence, databases, and real information, and not on sentiment. This could include the option of establishing an independent evaluation council to ensure objectivity, fairness, and minimize the removal of truly dedicated and qualified people from the apparatus.
According to the delegate, it is necessary to assess the needs of the new agency or organization after the restructuring and streamlining of the apparatus to carefully review and have an overall view of the quantity, quality and structure of the current personnel. On that basis, evaluate and classify the personnel comprehensively with clear criteria based on the performance, skills and ability to contribute of each specific person. From there, determine those who can continue to work and those who need to be reorganized and streamlined.
Regarding redundant officials, civil servants and public employees, Mr. Nghia expressed his agreement that there should be "outstanding and strong enough" support policies.
