According to the latest storm news, Bising is the second storm in the Philippines in the 2025 typhoon season, with gusts of level 6 and a range of up to 200km.
The storm forecast of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said that at 4:00 a.m. on July 3, the center of tropical cyclone Bising was located about 200km west-northwest of Calayan, Cagayan province, at coordinates 19.7 degrees north latitude, 119.6 degrees east longitude.
Bising currently has maximum sustained winds of 45 km/h, gusts of 55 km/h, central pressure of 1002 hPa and is moving southwest at a speed of 20 km/h.
Bising is affecting the west coast of Northern Luzon, especially Calayan Island, Dalupiri Island and the areas of Pagudpud, Bangui, Burgos in Ilocos Norte.

PAGASA has issued a level 1 wind warning (TCWS No.1) to some areas in Northern Luzon. Although only a low warning level, strong winds of up to 200km around the center of the storm could endanger small vessels, especially on Babuyan Island, where waves are up to 3m high and the sea is rough.
Ilocos Norte and Ilocos Sur will have waves 2-2.5m high, posing a risk of marine safety.
Small fishing boats and wooden boats are advised not to go to sea, especially when they do not have positioning equipment or experience in responding to bad weather.
It is forecasted that in the next 12 hours, Bising will continue to move slowly to the west and then leave the Philippine Forecast Area (PAR). However, from July 6, Bising may change direction to the northeast, re-entering the western boundary of the PAR. If this scenario occurs, the Batanes and Babuyan Islands may have to raise their warning to level 2.
PAGASA forecasts that Bising is likely to intensify on the evening of July 5 as it moves over the waters south of Taiwan (China) - where conditions are favorable for the development of the system. The intensity and direction are still unstable, so the scenario of changing direction or rapidly increasing is completely possible.
Although it has not made landfall, Bising combined with the southwest monsoon may cause localized heavy rain in some areas of the North and Northwest Philippines. People in low-lying areas, along rivers and streams or steep mountain slopes need to be especially vigilant against the risk of flash floods, landslides and flooding.
