The draft Decree on policies and regimes for cadres, civil servants, public employees and workers in the implementation of the organizational arrangement of the political system, which has just been signed by Minister of Home Affairs Pham Thi Thanh Tra and submitted to the Government, has many notable policies.
Retain salary or allowance of old position
The draft decree clearly stipulates policies for cadres, civil servants, and public employees who are leaders or managers and are no longer in leadership or management positions or are elected or appointed to lower leadership or management positions due to organizational reorganization.
Cadres, civil servants, and public employees who are leaders or managers due to organizational reorganization or are elected or appointed to a lower leadership or management position will have their old salary or leadership allowance retained until the end of the election term or the end of their term in office.
In case the position has been held for an elected term or the appointment term is less than 6 months, it will be reserved for 6 months.
Encourage cadres to go to strengthen the base for 3 years
The draft decree also clearly stipulates policies to encourage cadres, civil servants and public employees to increase their business trips to the grassroots level.
Accordingly, cadres, civil servants and public employees in central and local agencies are assigned by competent authorities to work on a 3-year basis at the grassroots level and enjoy a number of policies depending on each specific case.
For those who are assigned to work at Party, State agencies, and public service units at the commune level, they will receive salary (including allowances) according to their job position before being assigned by the agency, organization, or unit.
In addition, they also receive a one-time subsidy equal to 10 months of basic salary at the time of taking up the job.
For cadres, civil servants and public employees in central agencies who are assigned to work at Party and state agencies and public service units at provincial and district levels, they will receive salary (including allowances) according to their job position before being assigned by the agency, organization or unit.
The above subjects are also given a one-time subsidy equal to 3 months of basic salary at the time of taking up the job.
These regimes during the working period at the grassroots level, in areas with especially difficult socio-economic conditions are paid by the sending agency, organization or unit.
In addition, after cadres, civil servants and public employees have successfully completed their tasks at the grassroots level or in areas with particularly difficult socio-economic conditions, they will be accepted back to the agency, organization or unit from which they were sent or will be assigned suitable work by the competent authority.
At the same time, they will be raised one level higher in salary; if the employing agency or unit evaluates them as having completed their tasks well or better, they will be considered for rewards by the Ministry, department, branch and province according to the provisions of the Law on Emulation and Commendation.
In case the unit works in an area with particularly difficult socio-economic conditions, it will enjoy policies and regimes according to regulations (not entitled to one-time allowance).
