In his opening speech, Deputy Secretary of the Provincial Party Committee, Party Secretary, Chairman of the Gia Lai Provincial People's Committee Pham Anh Tuan emphasized that the Congress took place at a time of special significance, when Gia Lai province was just established, opening up many new development opportunities.
The establishment of the Provincial People's Committee Party Committee is a correct policy, contributing to improving the leadership capacity and fighting strength of the Party organization in the state administrative agency, meeting the requirements of tasks in the new situation.
The Congress focused on evaluating the results of Party building work and leadership in implementing political tasks in recent times; identifying directions, goals, and solutions for the 2025 - 2030 term, focusing on striving for an average GRDP growth rate of 10 - 10.5%/year, based on 5 growth pillars and 4 breakthroughs; at the same time, discussing and contributing opinions to draft documents to be submitted to the Provincial Party Congress and the 14th National Party Congress.
With the motto "Solidarity - Democracy - Discipline - Innovation - Development", for the 2025 - 2030 term, the Congress set a target of GRDP per capita of 6,300 - 6,500 USD, urbanization rate of over 45%.
By 2030, the whole province will have 94 communes meeting new rural standards, of which at least 34 communes will meet advanced standards; welcoming about 18.5 million tourists.
The Provincial People's Committee Party Committee has identified 5 development pillars including: Processing, manufacturing and renewable energy industry - green industry; high-tech agriculture and sustainable forestry; port services - logistics; tourism becomes a spearhead economic sector; rapid and sustainable urban development.
Propose 4 breakthroughs: Specifically and creatively applying the Politburo's resolutions; developing high-quality human resources; investing in infrastructure; promoting administrative procedure reform.
The spirit of "no work, no time" helps administrative operations go smoothly
Directing at the Congress, Gia Lai Provincial Party Secretary Ho Quoc Dung praised the results achieved by the Provincial People's Committee Party Committee in the past term, especially in the context of many difficulties, for advising and effectively implementing the tasks of socio-economic development, maintaining national defense and security, and administrative reform, gradually putting the two-level government into order.
Mr. Ho Quoc Dung said that the implementation of the two-level government model poses many new problems and difficulties such as differences in the civil service process, lack of professional staff at the grassroots level or unsynchronized infrastructure.
"However, with the spirit of "one-time-less work" of cadres at all levels from leaders to experts, it has helped maintain discipline, maintain smooth administrative operations, and strengthen the trust of people and businesses," said Mr. Ho Quoc Dung.
To successfully achieve the 2025-2030 term target, Mr. Ho Quoc Dung suggested that the Provincial People's Committee Party Committee focus on key tasks: "stabilizing organization, building solidarity; perfecting a streamlined, effective and efficient administrative apparatus; innovating leadership methods, promoting the responsibility of leaders; using results to serve people and businesses as a measure; promoting administrative reform, digital transformation...
"Immediately after the Congress, the Provincial People's Committee Party Committee must urgently disseminate and widely propagate the Resolution; develop a specific action program, clearly identify goals, roadmaps, and resources.
Assigning the responsibility of "clear people, clear work, clear progress, clear products, clear efficiency"; Establishing a monitoring and inspection mechanism, promptly removing obstacles, ensuring that the Resolution quickly comes into life, creating changes right from the first months and first quarter of the term", Mr. Ho Quoc Dung directed.
The Congress announced the decisions of the Provincial Party Committee Standing Committee on appointing the Executive Committee, Standing Committee, Secretaries, Deputy Secretaries of the Party Committee; Inspection Committee and the positions of Chairman and Deputy Chairman of the Provincial People's Committee's Party Committee Inspection Committee for the 2025 - 2030 term.
Accordingly, the Provincial People's Committee Party Executive Committee consists of 34 people, the Party Committee Standing Committee consists of 11 people. Mr. Pham Anh Tuan was appointed to hold the position of Party Committee Secretary; Mr. Nguyen Tuan Thanh to hold the position of Standing Deputy Secretary; Ms. Vo Thi Thu Hoa to hold the position of full-time Deputy Secretary of the Party Committee.
