On the afternoon of March 5, Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung worked with relevant ministries and branches on the draft Decree to replace Decree No. 94/2020/ND-CP dated August 21, 2020 of the Government regulating preferential mechanisms and policies for the National Innovation Center (NIC).
Deputy Prime Minister Nguyen Chi Dung requested delegates to discuss focusing on 3 main groups of issues that ministries and branches are interested in and giving opinions on, including: Determining the name of the National Innovation Fund; external support and funding for NIC from the State budget and related legal mechanisms; land-related incentives for NIC.
Deputy Minister of Finance Nguyen Duc Tam said that the draft Decree has been studied and developed with 2 basic viewpoints.
First, perfect the legal basis for applying preferential and favorable policies within the current legal framework so that NIC can promote its role in the innovation and startup ecosystem, carrying out the tasks of attracting domestic and foreign intellectuals and experts.
Attract large technology corporations and enterprises from countries with developed technology, actively contributing to the transformation of growth models, improving productivity and national competitiveness in the long term.
Second, have a breakthrough policy for NIC; regulate a number of new policies, ensure feasibility, effectiveness and not be contrary to the provisions of the Constitution, laws, resolutions of the National Assembly, the National Assembly Standing Committee and under the authority of the Government.
Deputy Head of the Government Office Pham Manh Cuong agreed with the acceptance and explanation of the Ministry of Finance and supported the keeping of the name National Innovation Fund.
The leaders of the Government Office proposed applying the existing legal basis, combined with completing relevant regulations to solve the problem of exemption and reduction of land use fees and land lease for NIC.
After listening to the explanation of the Ministry of Finance and the opinions of some ministries, Deputy Prime Minister Nguyen Chi Dung thoroughly grasped the spirit of drawing up the draft based on Resolution 57-NQ/TW and removing all barriers and obstacles, creating superior, specific, and special mechanisms and policies to promote and encourage science and technology and innovation.
Formed not for profit, not using the State budget, NIC is a public service unit 100% autonomous in both investment and regular expenditure.
"When drafting Decree 94/2020/ND-CP, we did not have Resolution 57-NQ/TW and Resolution 193/2025/QH15 with strong ideas like now. Therefore, it is necessary to review the regulations in a new spirit" - the Deputy Prime Minister emphasized.
The Deputy Prime Minister suggested continuing to revise and complete the draft based on the comments of the ministries.
