On May 17, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06 - chaired the second meeting of the Steering Committee.
In his concluding remarks, Prime Minister Pham Minh Chinh praised the efforts, efforts and achievements of ministries, branches and localities that have done well.
In addition to the achieved results, the Prime Minister pointed out shortcomings and limitations such as decentralization and delegation of power not being thorough; many tasks are behind schedule and have not had clear changes.
Many ministries, branches and localities have not proactively registered the need for funding for investment and regular expenditure for science, technology, innovation, digital transformation, administrative reform and Project 06.
Not being drastic, not paying due attention to administrative reform, cutting and simplifying administrative procedures is still slow; the quality of online public service provision is not high.
Recognizing that some places are not at the right level at times, leadership and direction are not yet drastic and timely; slow to deploy a national gate for promotion, investment attraction and public administrative service centers at the provincial and commune levels in some places.
The Prime Minister emphasized the consistent guiding viewpoint, promoting the development of science and technology, innovation, digital transformation, determined to cut down on cumbersome and tiring administrative procedures, eliminate the mechanism of asking for and giving, reduce time and costs for people and businesses.
Taking people and businesses as the center, subject, driving force, and development resources; strengthening inspection, supervision, and handling of arising problems and problems.
Regarding the orientation for the coming time, the Prime Minister stated that we must be determined to "accelerate and make a breakthrough", change the state, turn the situation around, to achieve the socio-economic development goals of 2025.

We must strongly innovate the methods of leadership, direction, management, style, and working style towards science, professionalism, and modernity with the motto "Strified apparatus - Connected data - Modern management".
Along with that, promote 3 digital strategic breakthroughs, including digital institutions, digital infrastructure, digital human resources.
Regarding key tasks and solutions in the coming time, the Prime Minister requested that it is necessary to continue raising awareness, making breakthroughs in innovation of thinking, and determining strong political determination.
Along with that, promote the review, development, and improvement of institutions, mechanisms, and policies; ensure resources for science and technology, innovation, digital transformation, and have priority mechanisms to mobilize resources.
The Prime Minister requested the Ministry of Public Security to coordinate with the Ministry of Science and Technology, the State Bank of Vietnam and relevant agencies and enterprises to implement a general campaign to review bank accounts and SIM cards to strengthen state management and prevent online fraud.
The Prime Minister emphasized the requirement of "being honest, being honest, being honest, having real results, and the people benefiting really" for the development of science and technology, innovation, national digital transformation, administrative reform and implementation of Project 06.
