The proposal to remove the regulation that the power of attorney to receive pensions and social insurance allowances is only valid for 12 months is receiving attention from many beneficiaries, especially the elderly, people with weak health or living far from the place of payment.
Talking to Lao Dong Newspaper, Assoc. Prof. Dr. Tran Van Trung (Department of Public Management, University of Economics and Law, Vietnam National University Ho Chi Minh City) said that in the context of the national population database and social insurance data being increasingly connected, the shift to managing beneficiaries with digital data instead of requiring periodic renewal of powers of attorney is an inevitable trend of administrative reform and digital transformation in social security management.
According to him, the goal of modern management is no longer to require people to repeatedly prove the information that the State already has, but to allow state agencies to proactively exploit, share and authenticate data to provide more convenient, transparent and safe public services.
He believes that management philosophy also needs to change. Instead of requiring millions of people to extend their power of attorney each year to control a few cases at risk of violation, management agencies should apply technology to analyze data, detect abnormalities and conduct post-inspection for high-risk cases.
This is an approach being applied by many countries in social security governance and is also consistent with the policy of building a digital government and a digital society in Vietnam," he said.
To ensure that policies both facilitate people and ensure strict management, Assoc. Prof. Dr. Tran Van Trung believes that it is necessary to implement many synchronous solutions.
First of all, it is necessary to complete the connection and data sharing between relevant agencies. When data is updated in real time, changes in personal information, residence or status of beneficiaries will be detected quickly, significantly reducing the risk of paying to the wrong recipients.
Along with that, it is necessary to promote electronic and biometric authentication. For cases of receiving pensions or allowances through authorized persons, electronic identification, biometrics or appropriate online verification forms can be applied. According to him, this solution both facilitates people and enhances the reliability of the payment process.
In addition, it is necessary to build a risk management mechanism based on data. The system should use data analysis technology to identify unusual transactions, prolonged authorization cases or signs of irrationality in order to focus resources on checking the right subjects, instead of applying the same procedures to all people.
According to the expert, in parallel with cutting administrative procedures, it is necessary to strengthen responsibility and sanctions for acts of abusing authorization for policy profiteering; clearly stipulate the legal responsibility of the authorized person and strictly handle fraudulent acts to ensure deterrence.
At the same time, ensuring the safety and security of personal data must be put first when managing based on digital data. This is a prerequisite for people to trust and be willing to use online public services.
According to Assoc. Prof. Dr. Tran Van Trung, successful reform is not only reducing one administrative procedure but more importantly changing the management method, shifting from the "paper records and pre-inspection management" model to "digital data management, risk analysis and post-inspection".
