Removing institutional bottlenecks for science and technology to break through

Science and technology, innovation and digital transformation play an important role in the development of the country. However, legal regulations still have some problems, not creating much motivation for breakthroughs. On February 17, the National Assembly discussed the Draft Resolution on piloting a number of policies to remove difficulties in this field.

Enterprises accelerate innovation in the spirit of Resolution 57

Resolution 57-NQ/TW issued by the Politburo on December 22, 2024, emphasizing the development of science, technology, innovation and digital transformation as a decisive factor in the development of countries; is the prerequisite, the best opportunity for our country to develop richly and strongly in the new era - the era of national growth.

Mr. To Dung Thai - Chairman of the Board of Members of VNPT - said that the implementation of Resolution No. 57-NQ/TW at VNPT will focus on 3 main priority tasks, including: Accelerating investment in research and development (R&D), focusing on strategic technologies such as artificial intelligence, big data, IoT, Cloud and 5G/6G, to create a foundation for innovation and improve competitiveness; Building and developing advanced digital infrastructure, especially 5G network, data centers and national digital platforms, to meet the requirements of comprehensive digital transformation; developing high-quality human resources through intensive training and attracting domestic and international talent.

Mr. To Dung Thai affirmed that these tasks will be implemented synchronously and drastically, affirming VNPT's leading role in the national development process. State-owned technology enterprises such as VNPT and other enterprises play a core role in realizing the contents of Resolution No. 57-NQ/TW into practice.

Mr. Truong Gia Binh - Chairman of the Board of Directors of FPT Corporation - also pledged to promote investment in the fields of creating breakthroughs in the development of science, technology, and innovation.

"We are committed to training 10,000 semiconductor engineers and 50,000 AI engineers by 2030, participating in training to convert half a million IT engineers to AI potential fields. We have built 2 factories in Vietnam and Japan. In 5 years, we will build 5 artificial intelligence factories worldwide, contributing to making Vietnam one of the leading countries providing artificial intelligence computing infrastructure in the region" - Mr. Binh said.

Removing bottlenecks for Resolution 57 to come into life

According to businesses, implementing the contents of Resolution 57-NQ/TW is not only a responsibility but also an opportunity for them to affirm their position, become the main pillars in the national digital transformation strategy (CDS), bringing Vietnam to new heights on the world technology map. However, in reality, the current legal regulations still have many problems and constraints.

This was also pointed out by General Secretary To Lam at the group meeting at the National Assembly on February 15. According to the General Secretary, the scope of issues related to science, technology, innovation, and digital transformation is too large, and it is difficult to deal with anything due to problems with legal regulations. This is a lesson showing that institutions are bottlenecks, if institutional bottlenecks are not removed, Resolution 57 cannot be put into practice. Therefore, the issuance of a National Assembly Resolution on piloting a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities is very important and urgent.

The General Secretary raised the issue: "Everyone sees the value and necessity of science and technology, but why can't it be developed?" He said that amending the Law on Science and Technology alone is not enough, when there are many overlapping problems with the Law on Bidding, regulations on public-private investment, public-private partnership... In particular, the regulation of only prioritizing cheap purchases can turn Vietnam into a "dash landfill" for technology.

We are behind, not invested yet, not worried about recovering capital, so science and technology must know how to take a shortcut and take the lead - the General Secretary emphasized.

In the long term, the General Secretary pointed out that it is necessary to continue amending laws, first of all the Law on Science and Technology and related laws to be progressive, synchronous and close to reality. We must innovate thinking and methods, look directly at practical problems to find solutions.
