According to Resolution 1288 of the National Assembly, the project to rearrange administrative units of Ha Nam province for the period 2023 - 2025 will take effect from January 1, 2025.
After administrative reorganization, Ha Nam province has 6 district-level administrative units (1 city; 2 towns and 3 districts); 98 commune-level administrative units (65 communes; 29 wards and 4 towns), a decrease of 11 commune-level administrative units compared to before (Phu Ly city reduced 7 units; Binh Luc district reduced 2 units; Duy Tien town reduced 1 unit; Kim Bang reduced 1 unit).

According to Resolution 1288 on the arrangement of administrative units of Ha Nam province in the period of 2023 - 2025, Ha Nam province will establish Kim Bang town on the basis of the entire natural area of 175.40 km² and population of 145,744 people of Kim Bang district, establishing 10 new wards under it.
10 new wards under Kim Bang town have a population of nearly 99,000 people, including:
Que Ward (area: 3.06 km², population 7,287 people); Ba Sao Ward (area 31.42 km², population 5,866 people); Tuong Linh Ward (area 8.00 km², population 7,594 people); Thi Son Ward (area 7.06 km², population 10,724 people); Dong Hoa Ward (area 9.09 km², population 11,755 people); Ngoc Son Ward (area 6.03 km², population 6,272 people); Dai Cuong Ward (area 5.69 km², population 8,824 people); Le Ho Ward (area 7.49 km², population 10,162 people); Tan Son Ward (area 10.34 km², population 11,407 people); Tan Tuu ward (area 8.65 km², population 18,378 people, when merging Nhat Tan and Nhat Tuu communes).
After the administrative unit arrangement, Kim Bang town will have 17 commune-level administrative units including 10 wards and 7 communes.
