Adjust the content of "NDND delegates holding 2 ministries/term (in case ofND delegates at many levels, the highest allowance is paid)" to "ND delegates holding 2 ministries/term (in case ofND delegates at many levels, they are only entitled to receive at the city level)".
Supplement the content "In case cadres, civil servants, and employees of the Office serve many levels of elected representatives, they will receive the highest level" to ensure synchronization in the celebration and reception work at the People's Council meetings at all levels of Hanoi and ensure transparency, efficiency, no overlap, and anti-waste in budget spending management.
Regarding the supplement to the content of expenditure and level of payment for souvenirs for the summary of the term of the People's Council at all levels of Hanoi City, the People's Committee of Hanoi proposed to add a souvenir giving regime when summarizing the term of the People's Council at all levels of Hanoi City in kind according to a unified model, each person receives 1 gift according to the maximum gift value standard.
Specific spending levels: For People's Council delegates and guests attending the conference to summarize the work of the City People's Council term, the maximum gift value is 5 million VND - 2.5 million VND/gift corresponding to the city - commune level. For cadres, civil servants, and workers directly serving the activities of the People's Council for 1 year or more up to the end of the term, the maximum gift value is 3 million VND - 1.5 million VND/gift corresponding to the city - commune level.
After the policy is issued, the annual implementation budget is expected to decrease by VND 26,544 million compared to Resolution No. 28/2022/NQ-HDND dated December 8, 2022 of the City People's Council. The budget for souvenirs for summarizing the term of People's Councils at all levels for each term is 39.941 billion VND, of which the city level is 1.625 billion VND, the commune level is 38.316 billion VND. The above funding level ensures that it is consistent with the city's budget balance capacity.
