Updated until 3:00 p.m. on September 29: According to a quick report from Ninh Binh, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai provinces, storm No. 10 and floods have caused initial damage as follows:

- Regarding people: 13 dead (Hung Yen 2 people due to thunderstorms and tornadoes in Thai Thuy commune; Ninh Binh 9 people due to thunderstorms and tornadoes collapsed their houses on the night of September 28 and early morning of September9; Hue 1 person was swept away by water in An Cuu ward; Thanh Hoa 1 person due to fallen trees in Trieu Son commune); 13 missing people (Quang Tri: 12 people, Da Nang: 1 person); 46 injured people (Lao Cai 2, Hai Phong 2, Hung Yen 9, Ninh Binh 18, Ha Tinh 9, Quang Tri 5, Hue 1).

- lost contact with 8 people in Gia Lai: Ship BD 97258 TS/8 workers lost contact with their family at 20:13 on September 27, in an area about 110 nautical miles (13004N - 111041E) from Gia Lai coast; at 8:45 p.m. on September 28, the family arrived to report to the Border Guard.

*Previously, Prime Minister Pham Minh Chinh signed Official Dispatch No. 176/CD-TTg dated September 29, 2025 on urgently overcoming the consequences of storm No. 10 and floods.

According to a quick report from the Ministry of Agriculture and Environment (compiled from the initial reports of localities as of 12:00 on September 29), storm No. 10 and floods caused by the storm have killed 11 people, 13 people are missing, 8 people are out of contact, 33 people are injured, many houses and production and business establishments have had their roofs blown off, causing heavy damage.

The Prime Minister sent his most sincere condolences to the families of the victims.

The head of the Government requested the Chairmen of the People's Committees of provinces and cities with citizens in distress, missing, unreachable, injured, or damaged by storm No. 10 and floods, and leaders of relevant agencies to focus on directing and implementing search and rescue work, overcoming the consequences of storms and floods, and focusing on the following tasks:

Organize visits, encourage and provide maximum support to families with victims in accordance with regulations; coordinate and support the victims' families to take good care of those who died according to local customs.

Organize free treatment for the injured; mobilize forces to continue searching and rescuing those who are still missing and lost contact with the most urgent and timely spirit (pay attention to ensuring safety for forces participating in search and rescue).

Mobilize forces to urgently overcome the consequences of storms and floods, especially ensuring housing, restoring essential activities such as transportation, electricity, water, telecommunications, healthcare, education, ... especially in isolated areas.

The Ministers of the Ministries of National Defense, Public Security and relevant ministries and branches proactively direct and mobilize military and police forces to promptly coordinate and support localities and people in implementing search and rescue work, quickly overcoming the consequences of natural disasters, storms and floods.

Ministries, branches and localities according to their functions, tasks and authority continue to proactively and drastically and effectively implement measures to overcome the consequences of storm No. 10 and post-storm floods according to the direction of the Standing Committee of the Secretariat and the Prime Minister's Official Dispatches in recent days (No. 173/CD-TTg, No. 174/CD-TTg and No. 175/CD-TTg); proactively resolve and handle difficulties and problems according to their authority, promptly report and propose the Prime Minister to direct issues beyond their authority.

Assign Deputy Prime Minister Tran Hong Ha to continue directing relevant ministries, branches and localities to deploy work to overcome the consequences of storms and floods after storms.

Ministries, branches and localities shall report to the Prime Minister on the situation and results of overcoming the consequences of storms and floods before 3:00 p.m. every day.

The Government Office, according to its assigned functions and tasks, monitors and urges the implementation of this Official Dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge of unexpected and arising issues.
