On August 12, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang, Head of the City Steering Committee for Prevention and Combat of Wastefulness chaired the second meeting of the Steering Committee.
Handling 71 commune and ward headquarters after arrangement
Reporting on the results and progress of implementing Plan No. 248/KH-UBND dated June 28, 2026 of the City People's Committee on the focus of implementing measures to prevent and combat wastefulness in 2026 of Hanoi City at the meeting, Deputy Director of the Department of Finance Vu Duy Tuan said that as of August 11, out of a total of 19 assigned tasks, the city has completed 6 tasks, and 13 tasks are continuing to be implemented.
In which, the Department of Finance is assigned 3 tasks, in which it has completed the general inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State under the management scope of the city. The remaining two tasks that are being implemented include focusing on definitively handling projects and works using budget capital, slow-progressing public investment and reviewing and removing obstacles to definitively handle unfinished BT projects.
The Department of Agriculture and Environment is implementing 4 tasks, including definitively handling projects and works using non-budget capital that use delayed land; reviewing and proposing plans to use public land funds in communes and wards; completing the inventory and identification of the list of clean land funds that have not been auctioned land use rights; digitizing the operation process of irrigation works and regulating irrigation water, thereby saving costs and combating waste of water resources.
For projects using land that are slow to implement, the Department of Agriculture and Environment proposed that the city strengthen the inspection of progress, clearly define the responsibility of heads for cases of slow settlement of procedures under their authority. For projects that have been fully removed difficulties by state agencies, creating conditions for implementation but investors still do not implement them, it is necessary to urgently complete dossiers for handling according to regulations, recover land resources, and avoid losses and waste.
The Department of Construction is assigned 2 tasks, in which it has completed the development, promulgation and organization of implementation of the Project on management and development of mineral supply for construction materials serving city projects in the period 2026-2030, orientation to 2050. The task being implemented is to classify, propose management and handling plans, put into operation the entire state-owned housing fund, and thoroughly handle existing problems and obstacles to improve efficiency of use and avoid waste.
The Department of Home Affairs has completed the task of building a mechanism to evaluate cadres, civil servants, and public employees based on the results of task performance and specific products; resolutely screening, replacing or transferring cases that do not complete tasks or do not meet the work efficiency index.
The Department of Industry and Trade is implementing a program to use energy economically and efficiently, striving to achieve an energy saving rate of 1.6-1.8%/year. The City Inspectorate is developing an online, remote inspection process based on electronic data for businesses and summarizing the results of unfinished inspection conclusions.
The Department of Science and Technology has completed the task of strengthening processing on the network environment, with the goal of at least 75% of essential civil service transactions being carried out in the digital environment; and is also implementing the promotion of digital government, increasing the use of HanoiWork Digital Workspace.
Notably, departments, agencies, branches, and units directly under the City People's Committee have reviewed and completed the issuance or reporting to competent authorities to issue handling decisions for 71 commune and ward headquarters that are still subject to handling after arranging administrative units and streamlining the apparatus. At the same time, the city is implementing the task of advising on the issuance of 31 economic - technical norms and 58 unit prices under the city's authority.
Complete the tasks of preventing and combating wastefulness thoroughly
Speaking to direct at the meeting, Chairman of the City People's Committee Vu Dai Thang requested departments and branches to review all tasks assigned in Plan No. 248/KH-UBND on preventing and combating wastefulness; focus on deploying and completing tasks early, not allowing prolonged and slow progress.
According to the Chairman of the City People's Committee, most of the contents in Plan 248 are actually regular professional tasks of departments and sectors, such as handling slow-progressing projects, implementing inspection conclusions, building plans, norms, unit prices... However, reports show that the results of many tasks have not met requirements.
Regarding the review and handling of headquarters, works and land after arranging administrative units, the Chairman of the City People's Committee requested to continue direct inspection and supervision in communes and wards. The review is not limited to land belonging to city agencies but must also include land of central agencies in the area. The city needs to have sufficient data to propose to competent authorities to handle and put the entire land fund into management and effective use.
The Chairman of the City People's Committee requested localities to proactively survey, statistically determine the current status and units managing and using each land area, avoiding the situation of land being abandoned, with unclear management subjects.
The Chairman of the City People's Committee especially noted that the city is currently implementing planning in communes and wards, so it is necessary to strictly control this content from the beginning. Roads and works must be calculated based on the actual situation, development needs and resource balancing capacity.
Mr. Thang requested departments and branches to closely follow each task in Plan 248, urgently review the progress and organize implementation, especially for tasks that have been assigned before but are still outstanding. Units must not only report the "in progress" situation but also clearly identify the results, progress and completion time for each task.
Whatever is completed early will create early results, contributing to improving the efficiency of management and preventing and combating wastefulness of the city" - Chairman Vu Dai Thang emphasized.
