Hanoi approves list of 150 pilot land plots for commercial housing

The Hanoi People's Council has just approved a list of 150 land plots with a total area of 690.04 hectares to pilot commercial housing projects through agreements to receive land use rights.

On July 10, the 25th session of the Hanoi People's Council continued the 3rd working day to review a number of contents under its authority.

At the meeting, the City People's Council passed a Resolution on the List of land plots expected to implement pilot projects in Hanoi according to Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly (phase 2).

Presenting the Inspection Report, Ms. Ho Van Nga, Head of the Economic - Budget Committee of the City People's Council, said: The City People's Committee has submitted to the City People's Council a List of land plotted to implement a pilot project in Hanoi according to Resolution No. 171/2024/QH15, including 155 land plots with a total land area of about 702.06 hectares, of which the rice land area is about 389.87 hectares.

The Economic - Budget Committee recommends that the Hanoi People's Committee review and clarify land plots with many organizations and propose to implement pilot projects and the results of reviewing land plots; Check and clarify the completed contents, supplement documents for 9 land plots that do not meet the conditions for approval in the Group 1 List in case these land plots continue to be proposed in this period.

The Economic - Budget Committee also proposed to review and evaluate 8 land lists (from order number 80 to order number 86 and number 147) to meet the scope of criteria specified in Resolution 171/2024/QH15 dated November 30, 2024 of the National Assembly.

Regarding the land to implement the Five Star Ha Dong Office and Housing Commercial Complex project, the City People's Committee is currently collecting opinions from agencies to serve as a basis for implementing the next steps of the project and has not yet responded. Therefore, the Economic - Budget Committee proposes not to consider including this land in the list of pilot projects according to Resolution 171/2025/QH15.

The representative of the City People's Committee presented the Report on receipt and explanation of some contents that the Economic - Budget Committee had raised. After discussion, the City People's Council unanimously approved the List of land plots expected to implement the pilot project, including 150 land plots with a total area of about 690.1 hectares, reducing 5 land plots compared to the submission.

In the list of 150 land plots for commercial housing, it is noteworthy that many projects are being implemented in large-scale land plots such as: a housing project in Phuc Thinh commune on a land plot of more than 36 hectares, with an investment capital of more than VND 3,400 billion; The urban functional area in Kim No commune now in Vinh Thanh commune has an area of more than 23 hectares, with an investment capital of more than VND 9,000 billion...

Many land plots in central wards are also proposed for piloting. For example, in Nghia Do ward, there is a Kehin mixed-use commercial service and housing complex with an area of 0.47ha, investment capital of VND1,600 billion, or in Hai Ba Trung ward, it is a complex of offices, hotels, commercial centers, apartments for sale with an area of over 1.8ha, investment capital of VND4,800 billion.
