According to the Decision, the framework of the number of professional departments (including professional departments and Public Administration Service Centers) under the commune-level People's Committee is determined to be appropriate to the scale and characteristics of each administrative unit. Specifically, 46 communes, wards, and special zones are arranged with 5 departments under the commune-level People's Committee; 67 communes and wards are arranged with 4 departments under the commune-level People's Committee.
For communes, wards, and special zones, there are 5 professional departments, names and functions. In which, the Office of the People's Council and People's Committee advises and assists the commune-level People's Committee in performing state management functions in the fields of: Office, Justice, Foreign Affairs.
The Department of Construction, Agriculture and Environment (for localities with agricultural activities) or the Department of Construction and Environment (for localities without agricultural activities) shall advise and assist the commune-level People's Committee in performing state management functions in the fields of: Construction, Agriculture and Environment or Construction and Environment.
The Economic Department advises and assists the commune-level People's Committee in performing state management functions in the fields of: Finance, Planning, Industry and Trade, Science and Technology.
The Department of Culture and Society advises and assists the commune-level People's Committee in performing state management functions in the fields of: Home Affairs, Education and Training, Culture, Information, Health.
Public Administration Service Center: Performing functions and tasks according to the provisions of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures according to the one-stop shop mechanism, inter-agency one-stop shop at the One-Stop Shop Department and the National Public Service Portal amended and supplemented by Decree No. 367/2025/ND-CP dated December 31, 2025 of the Government.
For the remaining communes and wards (excluding Bach Long Vi special zone), there are 4 professional departments, the names and functions remain unchanged according to current legal regulations.
Hai Phong City People's Committee assigns the People's Committees of communes, wards, and special zones to base on the number, name, and functions of the approved specialized departments to submit to the People's Council of the same level to decide on the establishment and reorganization of specialized departments according to regulations; and at the same time specify the position, functions, tasks, and powers of each department.
The Department of Home Affairs is responsible for guiding and urging localities to implement the arrangement of organizational structure, staffing, and job positions; coordinating to advise the City People's Committee to adjust the number, name and function of specialized departments when necessary; ensuring that commune-level administrative units are allowed to establish 1 more specialized department to operate stably before June 30, 2026.
Departments and branches of the city, based on their assigned functions and tasks, shall specifically guide the functions, tasks, and powers of specialized departments under the commune-level People's Committees in accordance with the law and the guidance of central ministries and branches.
