The meeting decided on important and urgent contents, serving the requirements of socio-economic development, national defense and security of the city.
In particular, the delegates passed a resolution on abolishing Resolution No. 01/2025/NQ-HDND dated February 20, 2025 of the City People's Council on additional support policies for cadres, civil servants, public employees, and workers under the management of the city in implementing the reorganization of the apparatus and administrative units of the political system in the city.
Previously, based on the Party's policies, legal regulations and from the city's reality, the City People's Committee submitted to the City People's Council to approve Resolution No. 01/2025/NQ-HDND. Outstanding support policies and regimes stipulated in Resolution No. 01/2025/NQ-HDND have promptly paid attention, encouraged, recorded the working process, contributed, and supported an additional amount of funding for the subjects on leave, creating favorable conditions for the arrangement and streamlining of the organization of the apparatus and administrative units according to the direction of the Central Government.
However, according to Clause 17, Article 1 of Decree No. 67/2025/ND-CP, from March 15, 2025, Resolution No. 01/2025/NQ-HDND is no longer in accordance with the provisions of Decree No. 67/2025/ND-CP. Decree No. 178/2024/ND-CP takes effect from January 1, 2025, amended and supplemented by Decree No. 67/2025/ND-CP takes effect from March 15, 2025. The Government has implemented the amendment and supplementation of Decree No. 178/2024/ND-CP very urgently, in a very short period of time to promptly ensure policies and regimes for affected subjects in implementing the reorganization of the apparatus and administrative units at all levels.
In order for regulations on regimes and policies for cadres, civil servants, public employees and workers to be unified and synchronized with the central legal documents, and to promptly have a legal basis for agencies, organizations and organizations to implement, the development of a Resolution to abolish Resolution No. 01/2025/NQ-HDND is extremely urgent.
Also at the meeting, the City People's Council passed a resolution on adjusting the list of investment projects requiring land acquisition; list of investment projects with changing the purpose of using rice fields, protective forests, special-use forests, and production forest land in the city in 2025; specifying in detail a number of spending levels for militia and self-defense forces in the city; list of public service projects using the state budget in the construction sector in Hai Phong city; adjust and supplement the list of land plots to be auctioned for investment projects using land in Hai Phong city in the period of 2025-2026 (2nd time). The Hai Phong City People's Council passed a resolution on adjusting the investment policy for the investment project to build the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien road and the investment project to build technical infrastructure for the new urban area of the North Cam River and a number of other key projects.
