At the meeting, the delegates of the City People's Council discussed and voted unanimously to approve 11 resolutions that have a direct impact on the completion of socio-economic development targets in 2025 and the city's policies.
11 resolutions include: Plan to use bonus sources exceeding the estimate of revenue divided between the central budget and local budgets according to the provisions of the Law on the State Budget and reinvestment under special mechanisms; Adjusting the estimate of state budget revenue in the area; collecting and spending on local budgets and allocating local budgets in 2025 of Hai Phong city after the arrangement; Regulating the percentage of land use fee revenue divided between budget levels in Hai Phong city; Adjusting and supplementing the City's Medium-term Public Investment Plan for the period 2021 - 2025; Adjusting and supplementing the City Public Investment Plan in 2025.
Delegates also approved the Resolution regulating tuition fees for public preschool and general education institutions in the city from the 2025-2026 school year; Supporting funding for implementing a number of expenditure tasks in the defense and security sector in 2025; Regulating the level of additional average income for cadres, civil servants, and public employees working in government agencies, the Party, organizations, and associations assigned by the Party and the State to be managed by Hai Phong city; Regulating the level of support for overcoming animal diseases in the city; Regulating a number of spending levels for environmental protection in the city and specifically defining the spending tasks on environmental protection for all budget levels and Regulating the principles, scope, support levels and use of funding for activities specified in Clause 2 of Article 112/2024/CP/CP/CP of the City.

The resolutions were all passed with high consensus, demonstrating a sense of responsibility, close and timely support between the City People's Council and People's Committee in the face of urgent tasks.
In his closing speech, Chairman of the City People's Council Le Van Hieu stated that at present, the whole city is resolutely directing the tasks to complete the set goals for 2025. Therefore, it requires each agency, unit and locality to promote a high sense of responsibility, proactiveness and creativity in organizing the implementation of the resolutions just approved by the City People's Council.
The Chairman of the City People's Council requested all levels and sectors to focus on directing and effectively implementing a number of key tasks and solutions. For the group of resolutions that have a direct impact on the completion of socio-economic development targets in 2025, the Standing Committee of the People's Council recommends that the City People's Committee, departments, branches and localities promote the achieved results and learn from the limitations in the recent period, direct the effective implementation of the passed resolutions, especially in the disbursement of public investment capital; proactively adjust capital plans, remove difficulties in procedures, speed up site clearance and construction of projects. In addition, develop a public investment plan for the 2026 - 2030 period with inheritance, ensuring synchronization and efficiency, creating a solid foundation for the implementation of medium-term projects in the next phase.
For the group of resolutions on the city's policies, these are policies of practical significance, directly linked to the city's activities and people's lives. However, because after merging the two localities and implementing the 2-level local government model, the City People's Committee and departments and branches have to deploy a large amount of work; at the same time, it is necessary to study and advise on the issuance of many policies in a short time. Therefore, the impact assessment of some policies still has certain limitations. Therefore, the Standing Committee of the City People's Council recommends that the City People's Committee closely monitor the implementation of the resolutions so that each policy issued not only complies with the law but also is close to reality through verification from actual results. During that process, if necessary or any problems arise, it will be promptly adjusted to suit, in accordance with the spirit of "For the people, by the people and serving the people".
