The conference announced the Decision of the Minister of Public Security on merging Hai Duong Provincial Police and affiliated organizations into Hai Phong City Police; announced the Decision of the Minister of Public Security to arrange Colonel Bui Quang Binh, Director of Hai Duong Provincial Police, to hold the position of Director of Hai Phong City Police after the merger. At the same time, the decisions of the Minister of Public Security were announced for the comrades: Colonel Bui Manh Hung, Colonel Pham Chi Hieu, Colonel Le Duc Thanh, Colonel Nguyen Duc Thin, Colonel Pham Viet Dung, Colonel Bui Trung Thanh, Colonel Le Trung Son to be arranged to hold the position of Deputy Director of Hai Phong City Police when merging Hai Duong Provincial Police into Hai Phong City Police.

At the conference, Hai Phong City Police announced the decisions of the Minister of Public Security on the establishment of commune-level police. Accordingly, the City Police has 114 commune-level police units (including 45 ward police, 67 commune police, 2 special police of Cat Hai and Bach Long Vy). The Minister of Public Security and the Director of the City Police Department have decided to arrange 29 officers to hold the positions of Head of the Professional Department, 195 deputy heads of the City Police Department; 160 officers to hold the position of Captain, 500 officers to hold the position of Deputy Captain, 114 police heads at the commune level, 4 station leaders, 12 deputy station leaders in the city.

Speaking at the ceremony, Colonel Bui Quang Binh, Director of the City Police Department, requested the Police of units and localities to immediately start implementing the new organizational model, ensuring smooth, uninterrupted, and more effective implementation of tasks with a new and more effective mindset. The Director of the City Police Department also requested the leaders and commanders of the police of units and localities to urgently carry out 8 urgent tasks and 6 groups of solutions. The City Police determined to put the common interest first, proactively adapt to the new working environment, increase learning, sharing, and cooperation for common tasks; quickly enter stable operations, maximize capacity and combined strength in performing assigned tasks.
