At the Q3/2026 press conference of the Ministry of Home Affairs held on September 11, Chief of Office of the Ministry of Home Affairs Bui Huy Tung said that the Ministry of Home Affairs will submit to the Government and complete the dossier to submit to the National Assembly Standing Committee on urban-level commune-level administrative units (UAs).
In particular, after issuing the Resolution on the core UA model at commune level, the Ministry of Home Affairs will guide dossiers for localities that need to arrange UA at commune level.
Up to now, the whole country still has 705 out of a total of 3,321 commune-level administrative units that do not fully meet the standards for natural area and population size. However, this number of administrative units does not mean that all will continue to be arranged.
The handling plan will be considered based on the characteristics, conditions and development potential of each area. Therefore, the continued arrangement will not be implemented simultaneously but based on the specific conditions and characteristics of each locality.
On September 9, Hai Phong City People's Committee issued Plan No. 343/KH-UBND to implement the review, research, and arrangement of commune-level administrative units in the city.
According to the plan, in case it is deemed really necessary to adjust, the locality will report and propose a plan to ensure science, caution, social consensus, unity of relevant administrative units and suitability for practical requirements.
Before October 15, 2026, complete the review and assessment of the current status of commune-level administrative units that do not meet sufficient standards and conditions or have unreasonable issues arising during operation.
For commune-level administrative units that have not met the standards, based on the results of review and research, the Department of Home Affairs advises on developing plans and projects to continue arranging according to the provisions of law; organize to collect opinions, complete dossiers, and submit them to competent authorities for consideration and decision.
The arrangement plan will be developed, completed, and reported to the competent authorities of the city and the Ministry of Home Affairs in 2026 (if any); The Project will be completed and submitted to the Ministry of Home Affairs, the Government, and the National Assembly Standing Committee according to the progress and guidance of the Central Government.
For other commune-level administrative unit arrangement plans, based on the results of review, research and the Central Government's policy, the Department of Home Affairs advises on developing plans and projects and implementing arrangement procedures and procedures according to regulations. Implementation progress is according to the policy and direction of the Central Government and competent authorities.
In Quang Ninh, this locality has 8 commune-level administrative units that lack the standards and criteria of a commune-level administrative unit according to regulations. Among them, one unit lacks in area, and the remaining 7 units lack in population size.
The locality will review units that lack standards and criteria and find it necessary to propose further merger; review and build a model of nuclear administrative units and a model of special economic zones.
In Hung Yen province, in addition to 32 communes and wards that have not met the minimum natural area standards, the province also has 1 ward that has not met the minimum population size standards. That is Hong Chau ward.
These units may need to continue to be reviewed and develop arrangement plans in case the Central Government has guidance and localities are required to implement it.
According to the Hung Yen Provincial Department of Home Affairs, there are currently no specific instructions on continuing to arrange commune-level administrative units. The locality is also waiting for guidance from the Central Government and directions from the Provincial Party Committee to have a basis for implementing the next steps.
