The whole country currently has 705 commune-level administrative units (UAs) that do not meet the standards for natural area and population size. According to the policy of the Politburo, the arrangement must be studied scientifically, carried out cautiously, in accordance with practical requirements and create consensus among the people.
Currently, some localities are researching and developing plans to arrange communes and wards but without causing disruption.
On August 26, Lang Son Provincial People's Committee issued Decision No. 1587/QD-UBND on the establishment of a working group to study and develop plans for arranging and adjusting the administrative boundaries of communes and wards.
The group leader is Ms. Tran Thanh Nhan - Vice Chairwoman of Lang Son Provincial People's Committee. The deputy group leader is Mr. Trinh Tien Duy - Director of the Department of Home Affairs. Members of the Group include chairmen of People's Committees of wards and communes: Tam Thanh, Dong Kinh, Ky Lua, Luong Van Tri, Dong Dang, Loc Binh, Bac Son, Huu Lung. In addition, members of the group include leaders of departments, agencies, and branches of Lang Son province.
The working group has the task of assisting the People's Committee of Lang Son province in researching and developing plans to arrange and adjust the administrative boundaries of communes and wards in the area to report to competent authorities for consideration and direction.
When requested by the Working Group, departments, agencies, branches and commune-level People's Committees are responsible for assessing the impact of the plan on sectors and localities; proposing plans for organizational structure, human resources, assets, facilities, public service points...
According to the standards in Resolution No. 112/2025/UBTVQH15, Lang Son province currently has 14 communes and wards that have not met the requirements for natural area or population size. These units will continue to be considered and evaluated to develop appropriate arrangement plans in the near future if necessary.
In Ho Chi Minh City, the arrangement of commune-level administrative units is implemented according to the Central Government's conclusion on continuing to improve and effectively operate the overall organizational model of the political system and the 2-level local government model.
Currently, communes, wards and relevant agencies of Ho Chi Minh City are still reviewing and summarizing data to advise the City People's Committee and competent authorities, and there is no plan for arranging commune-level administrative units. According to the direction, this must be completed before August 30.
In Nghe An, the province reviews administrative units that do not fully meet the requirements of standards, conditions or unreasonable issues arising during operation to propose appropriate adjustment plans.
The People's Committee of Nghe An province and specialized agencies continue to review, refine, and advise competent authorities to improve the internal organization of administrative agencies and arrange and streamline public non-business units under the government bloc in the direction of handling focal points, intermediaries, functions, and tasks that are still overlapping and unreasonable.
The province continues to review, evaluate, and adjust the arrangement and use of cadres, civil servants, and public employees in administrative agencies, public non-business units, and commune-level governments after mergers and acquisitions; overcome the situation of surplus, shortage, and localized human resource imbalance or arrangement that is not suitable for expertise, capacity, and strengths.
Implement the transfer of cadres, civil servants, and public employees in accordance with each object, requirement, task, authority and regulations, and prevent the situation of avoidance and picky selection of work areas and positions.
