Special cases when collecting land data
From September 1 to November 30, 2025, Hanoi will launch a campaign "90 days of land data cleaning" - this is an opportunity for the city to thoroughly resolve the situation of disjointed and inconsistent land data. When data is clean, transparent and linked to population data, we will have a solid foundation for more effective management, serving people faster, minimizing disputes and complaints.
When the land database is standardized and connected with other national data systems, Hanoi will have effective tools to plan development policies, attract investment and manage the real estate market more transparently.
The People's Committee of Tay Mo Ward, Hanoi City has just issued a Notice on the implementation of the 9-day campaign to get rich and clean up national land data in the ward.
The goal of reviewing and cleaning up land data has been built over many periods in more than 2,300 communes and wards across the country. Digitize and update certificates of land use rights and house ownership rights (red books, pink books) not yet available in the system. Authentication of information of land users and homeowners with a Citizen Identification Card (CCCD) and comparison with population data.



According to the People's Committee of Tay Mo Ward, during the process of collecting land data, there are some special cases that will be supported to process information. In particular, if the land user is carrying out administrative procedures on land, it is only necessary to provide an appointment to return the results, CCCD (make a separate list).
The owner of the lost land: In case of a will, division of inheritance: The heir must provide documents proving the relationship (birth certificate, death certificate, inheritance document...).
In case there is no will, inheritance division: Providing documents for the deceased land user and information for the current land manager and user
In case of loss of land use right certificate, house ownership right: Ward officers will collect CCCD, these cases will be made a separate list.
In case the land use right certificate and house ownership rights are being mortgaged at the bank: Mobile to provide photocopy of the land use right certificate, house ownership rights, CCCD.
In case of absence of owner: Mobilize the collection of photocopy of land use right certificate, house ownership right, CCCD.
In case the land user does not cooperate: Make a separate list.

According to the People's Committee of Tay Mo Ward, the significance of the 9-day campaign to get rich and clean up national land data helps make land management transparent, limiting errors, overlaps, and disputes. Reduc administrative procedures when people and businesses do not have to return documents in the system. Increase the effectiveness of State management and support digital transformation in the land sector and ensure the rights of people when land information is authenticated and synchronized.
"This is a general inventory and cleaning of land data nationwide, both to standardize information and to create a foundation for more modern and transparent management," said the People's Committee of Tay Mo Ward.
Mr. Mai Van Phan - Deputy Director of the Department of Land Management (Ministry of Agriculture and Environment) said that when the national land database is completed, there will be many advantages for land governance, direction and operation of all levels, sectors, for people and businesses.
Some outstanding advantages are: First: Creating digital economy and digital society to develop e-Government and tools for state governance of land, serving the direction, management and creation of all levels and sectors is transparent, effective, and clear and responsible;
Second: Improve the quality of providing public land services; reform and resolve land administrative procedures for people and businesses in the electronic environment; reduce administrative procedures, reduce records and papers; control the process of handling procedures;
Third: The National Land Database is connected, shared and synchronized with the NationalDL, theDL of sectors to operate smoothly between agencies in the political system to effectively exploit and share digital resources and digital data, reducing compliance costs.
Regarding the results achieved after implementing the 5-day campaign to date: Regarding the classification, 18 million plots of land have been classified to commune-level units; 49 million plots of land have been reviewed, of which more than 15 million plots are guaranteed to be correct, sufficient, clean, and alive to synchronize to the central level.
For the remaining scope of residential land and housing granted land use right certificates but not yet established a database with more than 9 million plots of land, up to now, localities have collected information on more than 5 million plots to update in general data.
