Hai Phong - Many communes and wards in the city are implementing good models and solutions to improve the efficiency of local government activities at both levels.

Diversifying models to bring technology closer to the people

The model "Accompanying the People in Digital Transformation" of An Bien Ward was deployed from July 18 to September 30. Every Saturday, 3 working groups directly led by leaders of departments and centers work at 3 community cultural houses to propagate to the people.

After more than 2 months of implementation, the model has proven practical effectiveness in bringing technology closer to the people, especially the elderly. Initial results, 552 dossiers were successfully implemented with many direct supports. This is an important foundation to continue to expand, contributing to realizing the goal of building a modern - transparent - paperless public administration, promoting the digital transformation process in the ward.

Recently, Le Ich Moc ward opened an online kiosk to guide and support administrative procedures. The kiosk deployment will be carried out in 3 phases: Phase 1 (2025) will have 2 locations at the Party Committee, People's Council, Fatherland Front Committee of the ward and the Ward Police Headquarters; Phase 2 (6 months in early 2026) will have 2 additional locations at the Military Headquarters of the old ward and the People's Committee of Quang Trung commune; Phase 3 will expand to 38 residential groups, combined with mobile service of support groups.

This is considered a solution to support people without smart devices or digital skills to easily process documents, reduce costs and travel time, and reduce the load on the "one-stop" department. Thereby, affirming the determination of Le Ich Moc ward in administrative reform, digital transformation, towards the goal of "not waiting for the people to come, coming to the people".

In Ngo Quyen ward, the model of "Digital Residential Group" and the pilot of "virtual Assistant" to support administrative procedures and provide socio-economic information for the ward have also just been launched. Each household is instructed on how to use essential digital utilities and public services such as: registration of birth, permanent residence, issuance of health insurance cards for children under 6 years old, retirees; registration to receive social benefits... Residential group staff are trained in skills to use digital management software and platforms, regularly connect with people, support "no one is left behind" in digital transformation.

Initially, the People's Committee of the ward will organize a pilot of the "Digital Residential Group" model in 4 residential groups: No. 5 May To, No. 23 May Chai, No. 45 Cau Tre, No. 52 Dong Khe. After 3 months of implementation, the Ward People's Committee will conduct an assessment and deploy to 52 residential groups in the area.

Mr. Nguyen Van Truong - Head of Dong Khe Residential Group 52 believes that the model of "Digital Residential Group" and the support of "AI virtual assistant" will help people access and easily carry out administrative records and procedures.

Promoting information technology in implementing two-level government

According to a report by Hai Phong City, after 3 months of operation, the 2-level local government model has achieved many positive results. State management activities from the city to the grassroots level are in a disciplined manner, security and order are guaranteed. The work of training and fostering cadres is focused on; a system of decentralization and delegation of authority issued promptly, creating a clear legal corridor, increasing proactiveness for the grassroots. Administrative procedures are standardized, shortening time; online public services and digital infrastructure are deployed synchronously, contributing to improving the quality of service for people and businesses.

In the coming time, Secretary of the City Party Committee Le Tien Chau requested the City People's Committee, departments and branches to strengthen inspection and supervision, promptly remove difficulties for the grassroots according to the motto "the city serves the commune - ward, the commune - ward serves the people". Departments and branches consider the commune level as a service object, regularly listening and supporting human resources, facilities, digital infrastructure, legal and finance so that the commune level is not only a "cation of administrative services" in handling procedures, but must become a "level of local development", creating a favorable environment for people and businesses.

The Secretary of the City Party Committee also requested to promote the application of information technology, data governance, and evaluation of cadres through KPI; commune levels proactively implement the Resolution of the Party Congress, coordinate the implementation of programs and projects, strive to complete the socio-economic development targets in 2025 and the 2025-2030 period...
