Speaking at the opening of the session, Mr. Le Van Hieu - Chairman of the Hai Phong City People's Council - affirmed that this is a session of historical significance, deciding an important content in building local government, ensuring effective and efficient operations for the people.
At the meeting, delegates voted to approve the Resolution to establish 4 Committees of the new Hai Phong City People's Council, including: Legal Affairs, Economy - Budget, Culture - Society and Urban Areas. At the same time, the Office of the National Assembly Delegation and the City People's Council was established.
The delegates also approved the establishment of 13 specialized agencies under the City People's Committee, on the basis of merging specialized agencies under the Hai Phong City People's Committee and Hai Duong province, including the City Inspectorate, the City People's Committee Office and 11 departments.
Mr. Le Tien Chau - Secretary of the City Party Committee, Head of the City National Assembly Delegation - suggested that immediately after the session, the delegates should start implementing the resolutions passed by the City People's Council; maximize their role and responsibility in deciding on policies and supervising the implementation; continue to strengthen solidarity, attachment, proactiveness, timely study and grasp newly issued mechanisms, policies and laws; deeply absorb cultural traditions and the actual situation of both Hai Duong and Hai Phong... Thereby, review the tasks and resolutions issued to promptly advise and propose to the City Party Committee and the Standing Committee of the City Party Committee to have solutions to promote the potential and advantages of the new Hai Phong City, focus on achieving the highest level of national security targets, social security targets, ensuring the development of the city in accordance with the 2025 national defense and security plan and the development of the city in accordance with the city's development strategy.
In particular, developing smart, green, modern, sustainable, rich in cultural identity; building modern, modern, globally competitive, model of high-tech industry, innovation, international-class logistics services; building and perfecting synchronous, modern and smart strategic infrastructure, creating momentum for inter-regional connectivity, affirming the city's position as a national maritime and aviation gateway. At the same time, build high-quality human resources, optimize resources, resonate potentials and advantages to realize the aspiration for a new Hai Phong, developing on par with typical cities in Asia.
In the new context, the Secretary of the City Party Committee suggested that the People's Council and People's Committee of the city proactively take direction and solutions to ensure the necessary conditions for the two-level government to operate effectively, efficiently, smoothly, and without interruption. Along with that, continue to promote digital transformation, simplify administrative procedures, provide high-level online public services; pay attention to doing a good job of resolving regimes and policies for cadres, civil servants, public employees and soldiers of the armed forces when implementing the arrangement of administrative units and streamlining the payroll.
From now until the 17th City Party Congress is held, Mr. Le Tien Chau suggested that along with the implementation of issued resolutions, the City People's Council should closely coordinate with all levels and sectors to actively and proactively prepare to organize Party congresses at all levels in the spirit of "Innovation, solidarity, development and integration". In addition, focus on preparing and implementing the Plan to organize the election of People's Council delegates for the 2026 - 2031 term.
