Inspection and supervision delegation No. 4 of the Politburo led by Politburo Member, Prime Minister Le Minh Hung approved the Draft report on inspection results for the Standing Committee of Hai Phong City Party Committee on the organization and operation of agencies and units in localities in the operation of local government at 2 levels; the implementation of the average GDP growth target in the period 2026 - 2030; leadership, direction, and implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on the development of science, technology, innovation and digital transformation; leadership, direction, and implementation of Regulation No. 366-QD/TW of the Politburo on reviewing and evaluating, ranking quality for collectives and individuals in the political system.
Concluding the conference, the Prime Minister acknowledged and highly appreciated the results that the Standing Committee of Hai Phong City Party Committee has achieved in the past time; requested the city to continue to promote the achievements and results achieved, focusing on thoroughly overcoming existing shortcomings and limitations.
The Prime Minister requested Hai Phong to continue to review, improve and effectively operate the 2-level local government model; pay attention to building a contingent of cadres, civil servants, and public employees to meet task requirements; strengthen training, fostering, and professional training, especially for the contingent of cadres and civil servants at the grassroots level to ensure smooth, efficient, effective, and efficient operation of the apparatus.

Hai Phong focuses on implementing development breakthroughs on the basis of effectively exploiting potentials, advantages and approved plans; researching and selecting growth models suitable to practical conditions, creating motivation for rapid and sustainable development. At the same time, accelerating the progress of key projects and national projects in the area; building a mechanism to evaluate the results of task implementation to ensure clear people, clear tasks, clear responsibilities and clear efficiency.
Along with that, the city needs to drastically accelerate the disbursement of public investment capital; focus on definitively removing prolonged backlog projects, effectively handling assets and redundant headquarters after arranging administrative units and organizational structure. The Prime Minister emphasized that the implementation of Resolution No. 57-NQ/TW must be identified as a strategic task, an important driving force to promote innovation, digital transformation and socio-economic development in the new period.
Regarding the economic growth target, the Prime Minister acknowledged and highly appreciated the city's growth results in the past time. However, the Prime Minister requested the city to continue to carefully assess the revenue structure, ensuring the sustainability and long-term stability of the economy. At the same time, proactively research, propose and pioneer the implementation of innovative models and new growth models to create room and motivation for development in the coming period.
The Prime Minister also requested the city to regularly review and update growth scenarios; assign specific tasks to each department, board, sector, and locality associated with the responsibility of the head; strengthen the work of monitoring, inspecting, and supervising the implementation of assigned tasks, promptly removing difficulties and obstacles to ensure the completion of the set growth targets.
