Speaking at the opening of the 2nd Session, Mr. Pham Van Thieu - Chairman of the People's Council of Ca Mau province - affirmed: In the context of the government apparatus at all levels in the province gradually stabilizing its operations after the arrangement of administrative units, focusing on and making breakthroughs in implementing the targets and tasks of socio-economic development this year and preparing to enter the development stage, which is to implement the 5-year plan for the 2026-2030 medium-term period, timely deciding on arising issues of socio-economics, budget, policies, public investment, payroll, organizational apparatus... is an urgent requirement.

At the session, the People's Council of Ca Mau province passed 12 resolutions, focusing on the fields of finance, socio-economics, public investment and organizational improvement. Notably, there are a resolution on decentralization of revenue sources, expenditure tasks and the percentage of budget division between provincial government levels for the period 2022-2025; a resolution on the 2025 Socio-Economic Development Plan with the target of GRDP growth of 8% or more, focusing on infrastructure, marine economy, digital transformation, innovation, ensuring social security and national defense - security; a resolution on the budget revenue - expenditure estimate for 2025 after the arrangement of administrative units, with a total revenue of nearly VND 10,368 billion, a total expenditure of over VND 26,811 billion; a resolution on allocating the 2025 budget estimate; adjusting the medium-term public investment plan for the period 2021-2025 and 2025; expected medium-term public investment plan for the period 2026-2030.
In addition, the session also approved resolutions on perfecting the organization of the Farmers' Support Fund, merging the Cooperative Development Support Fund between Ca Mau and Bac Lieu provinces, regulating the collection of fees, online public service fees, payment levels for social assistance service organizations and arranging the staffing of cadres, civil servants, and non-professional workers at the commune level in 2025.
