Politburo member and Prime Minister Pham Minh Chinh signed Decision No. 1055/QD-TTg dated May 30, 2025 to establish a National Steering Committee to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development (Steering Committee).
According to the Decision, the Head of the Steering Committee is Prime Minister Pham Minh Chinh.
The Deputy Heads of the Steering Committee include: Deputy Prime Minister Nguyen Chi Dung (Standing Deputy Head of the Steering Committee); Minister of Finance Nguyen Van Thang.
The Steering Committee invites: Vice Chairman of the Standing Committee of the Central Committee of the Vietnam Fatherland Front; representatives of the Central Policy Department, the Central Strategy, the Propaganda Department and the Central Mobilization Committee; Representatives of the National Assembly's Economic and Finance Committee as Member of the Steering Committee.
The Steering Committee members also include leaders of the Ministries and branches: National Defense, Public Security, Justice, Finance, Construction, Industry and Trade, Agriculture and Environment, Science and Technology, Education and Training, Home Affairs, the Government Office, the State Bank of Vietnam, the Government Inspectorate and Chairmen of the People's Committees of the cities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Hue.
The Steering Committee also includes leaders of the following units: Vietnam Federation of Commerce and Industry (VCCI), Vietnam Association of Small and Medium Enterprises, and Private Economic Development Research Board (Board IV).
The Prime Minister requested the Ministry of Finance to coordinate with relevant agencies to compile the List of members of the Steering Committee, report to the Prime Minister for consideration and decision.
The Steering Committee is responsible for directing ministries, branches and localities to organize the implementation of Resolution No. 68-NQ/TW to ensure the achievement of the set goals.
The Steering Committee works on a part-time basis according to the principle of concentration, democracy, public discussion, ensuring unified direction.
The Head of the Steering Committee shall preside over planned meetings and convene extraordinary meetings when necessary, and may authorize the Deputy Head of the Steering Committee to preside over meetings to discuss and decide on a number of specific issues under the duties of the Steering Committee.
The Ministry of Finance is the standing agency assisting the Steering Committee.
The Prime Minister assigned the Minister of Finance and the Deputy Head of the Steering Committee to decide to establish a Working Group to assist the Steering Committee.
The above decision takes effect from May 30, 2025.
