The National Assembly has passed the Law on Digital Transformation, which takes effect from July 1, 2026.
According to the Law, digital economic development is a key and breakthrough task in the country's socio-economic development strategy to promote rapid, sustainable, inclusive and efficient growth based on digital systems, digital platforms, digital technology and digital data.
The development of the digital economy must ensure requirements such as taking businesses as the center, promoting the application and development of digital technology;
Prioritize the development of digital systems, digital platforms, and digital ecosystems to serve domestic and international market needs; Attach to ensuring network security and protecting personal data; comply with the principles of digital transformation specified in this Law.
The State is responsible for creating a healthy competitive environment, promoting digital economic activities; managing risks and monitoring digital economic activities.
In addition, the Law also stipulates policies for developing the digital economy for small and medium-sized enterprises, cooperatives, and business households.
Accordingly, the state implements financial support measures and other forms of support for small and medium-sized enterprises, cooperatives, and household businesses with digital transformation, participating in digital economic development activities, contributing to the goal of rapid and sustainable growth.
Support is implemented according to the principles of publicity, transparency, targeting the right people, suitable to the needs and level of digital transformation of each organization and enterprise; ensuring focus and key points, suitable to the ability to balance resources.
The Government details the content, criteria, conditions, and forms of support, in which priority is given to small and medium-sized enterprises, cooperatives, and business households that meet one of the criteria such as operating in ethnic minority areas, areas with difficult socio-economic conditions, especially difficult;
Or operating in industries and fields prioritized for digital transformation according to the National Strategy on Digital Transformation, the National Digital Transformation Program.
The state management agency for digital transformation shall preside over and coordinate with the Ministry, ministerial-level agencies, government-attached agencies and provincial-level People's Committees to guide and organize the implementation of support activities; periodically summarize, evaluate and report to the Government according to regulations.
