On March 18, at the first meeting of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06, Minister of Home Affairs Pham Thi Thanh Tra shared about the arrangement of administrative units.
Regarding organizational reform, according to Minister Pham Thi Thanh Tra, this is truly a revolution in the entire political system. In recent times, our administrative system has achieved very positive results, creating a solid foundation for further development.
In particular, focus on implementing the arrangement of provincial-level administrative units, reorganizing commune-level administrative units and organizing local governments at 2 levels to ensure caution, thoroughness, urgency and efficiency.
According to the Minister, it is expected that we will complete all the arrangement of commune-level administrative units before June 30 so that by July 1, commune-level administrative units can be operated under a new organization.
At the same time, focus on completing the merger of provincial-level administrative units (provincial mergers), complete before August 30 to be able to immediately implement the operation of provincial-level administrative units starting from September 1.
The Minister said that the process of organizing local government at both levels is being implemented very urgently in the spirit of "running and lining up at the same time".
For ministries and ministerial-level agencies, there are currently only 17 ministries and ministerial-level agencies, and 5 ministries and 3 agencies under the Government have been reduced. At the same time, the internal organization of ministries and ministerial-level agencies has been significantly streamlined.
There have been 13/13 reductions in total departments and equivalents, reaching a rate of 100%; reduction of 519 departments and equivalent organizations (down about 77.6%); reduction of 219 departments and equivalents (down 54.9%); reduction of 3,303 branches and equivalents (down about 91.7%).
For localities, according to the general direction of the Government, 63 provinces and cities have reduced 343 specialized agencies and equivalents under the provincial People's Committee, reaching a rate of 29%, along with 1,454 specialized agencies under the district People's Committee (a decrease of 17.5%).
Along with that, the number of public service units of ministries, ministerial-level agencies, agencies under the Government as well as local governments has decreased significantly.
"In the coming time, the Law on Cadres and Civil Servants will be amended to improve management work, while also meeting the requirements for connecting commune-level civil servants with provincial-level civil servants or higher," said Minister Pham Thi Thanh Tra.
Previously, the Minister of Home Affairs said that after the Central Conference, there is a national conference expected to implement the merger of provincial-level administrative units and rearrange commune-level administrative units.
Regarding the reorganization of commune-level administrative units, the Minister of Home Affairs said that there will be specific instructions on the criteria, currently 10,035 units, after the arrangement, there will be about 2,000 to less than 3,000 communes.
This is under the authority of the National Assembly Standing Committee, and can be done immediately after the Central Executive Committee Conference. After the Constitution amends; amends and supplements the Law on Organization of Local Government and related laws take effect, the operation of district-level local governments will end.
