According to the Government's Electronic Information Portal, many contents related to the criteria for implementing the arrangement of administrative units (ADUs) were raised at the meeting on the afternoon of March 11 of the Standing Committee of the Government Party Committee to continue giving opinions on the Project on arranging and reorganizing ADUs at all levels and building local governments at 2 levels, completing one more step of the Project to submit to competent authorities.

The meeting aims to complete one more step of the Project on reorganizing administrative procedures at all levels and building a model of organizing local governments at both levels to report to the Politburo.

Regarding the model of local government at 2 levels (including provincial and centrally run cities and grassroots levels), the meeting agreed that it is expected to submit to competent authorities a plan after the arrangement to reduce about 50% of the number of provincial-level administrative units and reduce about 60-70% of grassroots-level administrative units compared to the present.

The notable content at the meeting was based on the analysis of principles and criteria, especially the expected arrangement, name and administrative - political center of provincial-level administrative units, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh requested the arrangement of administrative units in addition to the criteria of natural area, population size, considering criteria of history, tradition, culture, ethnicity, geographical conditions, level of socio-economic development, infrastructure.

In particular, the Prime Minister emphasized that the naming of provincial-level administrative units must be heritable; and the selection of administrative-political centers must consider historical, geographical factors, infrastructure connection, development space, national defense, security and integration.

The Prime Minister also emphasized the requirement for the rearrangement and reorganization of administrative units at all levels to strengthen authority, further enhance the self-reliance, autonomy and self-reliance of local levels.

Also on March 11, the Ministry of Home Affairs is completing the submission and project to rearrange and reorganize administrative units at all levels and build a model of organizing local government at 2 levels.

Regarding the criteria for implementing the arrangement and merger of provinces and administrative units, at the working session in March on March 11, Minister of Home Affairs Pham Thi Thanh Tra also said that the arrangement must be consistent with history, culture, tradition, religion, ethnicity, national defense, security, but also need to be associated with natural geographical conditions, socio-economics, diaculture, and residential areas; create new conditions for localities to cooperate, interact, and develop together, for national interests to be paramount, first of all.

Regarding the focus of tasks in the coming time, Minister Pham Thi Thanh Tra requested high focus, unification in awareness, unification in understanding to advise the Steering Committee to summarize Resolution No. 18-NQ/TW of the Central Committee and the Government Party Committee.

The implementation of the content on the arrangement of administrative units and the development of a model for organizing local governments must ensure caution, thoroughness and quality, focusing on receiving the opinions of the Politburo at the meeting on March 7, 2025, completing the submission and project for arrangement and reorganization of administrative units at all levels and building a model for organizing local governments at both levels to ensure adequate political basis, legal basis and practice when implementing the arrangement.
