On July 7, the Ministry of Health reported on the policy of the amended Law on Food Safety (ATTP).
According to the Ministry of Health, food safety is not simply a matter of "eating cooked food and drinking boiled water" for each individual, but a strategic issue of vitality for the whole society.
This is also the viewpoint of General Secretary To Lam (now General Secretary, President To Lam) at the conclusion of the meeting on November 25, 2025: "If food hygiene and safety are not ensured, no matter how many hospitals are built, it will not be enough, no matter how many doctors are trained, this cannot be solved.
Ensuring food safety brings great and comprehensive benefits, helping to prevent diseases, develop physical health and longevity for people.
Limiting dirty food helps reduce the huge burden on the health system (treatment costs, hospital fees) and reduce losses due to loss of working capacity, helping consumers feel secure, eliminating the psychology of panic, "eating anything is scary" in society as well as creating motivation for businesses and farmers to shift to clean farming and processing models, protecting the ecological environment.
Food safety is both a goal and a driving force for sustainable development. Investing in food safety is investing in the future and prosperity of the nation.
The draft policy has introduced regulations to reform product management methods and food inspection mechanisms in the market, accordingly dividing into 3 product groups: product groups that must register for declaration; product groups that must announce applicable standards, and product groups that only inspect and supervise during circulation.
On that basis, build a post-inspection mechanism based on food safety data to control risks according to each link chain of the supply chain to prevent and stop incidents, and when there are food safety incidents, immediately implement traceability.
The draft policy has introduced a digitalization policy and built a unified food safety information system from central to local levels, gradually applying technology in the work of resolving administrative procedures as well as risk analysis, prevention, prevention, and remedy of incidents, traceability, and post-inspection of food circulating in the market.
According to the Ministry of Health, the problem of collective food poisoning due to street food or collective meals is currently causing pain for people, requiring focus on managing this type of business.
The draft policy has required establishments to update knowledge to ensure food safety, control the origin of food raw materials, ensure that business locations meet food safety conditions, as well as strengthen the role of local authorities in inspecting and supervising this type of business, especially small-scale businesses.
The model of assigning state management of food safety according to separate items, the coordination between state management agencies on food safety is still limited, the situation of fragmentation, intersection, overlap, and even at times management responsibilities have not been clearly defined in some cases of food supply chains related to the management field of many ministries and sectors.
Currently, the Ministry of Health is also coordinating with ministries and sectors to develop a project to complete the state management apparatus on food safety in the direction of unifying focal points from the Central to local levels to submit to the Government and report to the Politburo.
After the Politburo's conclusion on the unified state management model of food safety from the Central to local levels, the specific regulations expected in the Law on Food Safety (amended) and the guiding Decree will be implemented in accordance with the direction of the Secretariat.
Also according to the Ministry of Health, the National Assembly Standing Committee has issued Resolution No. 119/2026/UBTVQH15 dated February 6, 2026 adjusting the legislative program for 2026, in which the Law on Food Safety (amended) is submitted to the National Assembly Standing Committee at the September 2026 session.
