In August 2025, the Ministry of Home Affairs will continue to implement the contents of salary policy reform according to Conclusion No. 83-KL/TW of the Politburo.

On the morning of August 5, the Ministry of Home Affairs held a meeting to deploy tasks for August 2025.

Chief of the Office of the Ministry of Home Affairs Vu Xuan Han said that regarding institutional work, in July 2025, the Ministry of Home Affairs submitted to the Government to issue 3 Decrees; 1 Resolution; submitted to the Prime Minister to issue 5 Decisions; submitted to the Minister of Home Affairs to issue 3 Circulars under its authority.

In addition, the Ministry has focused on advising competent authorities to operate the 2-level local government model from July 1.

Units synthesize and update the situation of localities implementing the 2-level local government model, and proactively and promptly issue guiding documents, handle difficulties, problems, and problems arising immediately after implementation.

According to Mr. Han, the Ministry of Home Affairs also prioritizes all resources, focusing highly on advising competent authorities to complete activities on the occasion of the 78th anniversary of War Invalids and Martyrs Day.

The Chief of the Office of the Ministry of Home Affairs also informed that the Ministry of Home Affairs has proactively and actively implemented the Project to organize the 11th National Patriotic Emulation Congress, including advising on issuing guidelines for organizing patriotic emulation Congresses at all levels towards the 11th National Patriotic Emulation Congress in 2025...

Regarding the fields of wages and social insurance, the Ministry of Home Affairs continues to complete legal documents guiding the implementation of the Law on Social Insurance 2024.

Specialized agencies have been developed for the Ministry to submit to the Prime Minister for promulgation a Decision on completing and the Regulations on the operation of the Steering Committee for reforming salary policies, social insurance and incentives for meritorious people.

The Ministry of Home Affairs has reported to the Government on the recommendations of the National Wage Council on the level of regional minimum wage adjustment; advised on the implementation of the salary regime and salary allowances for cadres, civil servants, and public employees after the reorganization of the apparatus and the organization of local government at 2 levels.

Regarding tasks in August, the Chief of the Office of the Ministry of Home Affairs said that units focus on implementing 3 plans to implement the Law on Cadres and Civil Servants in 2025, the Law on Organization of Local Government in 2025, and the Law on Employment in 2025, ensuring progress and quality, especially speeding up the development of decrees and circulars.

In addition, the Ministry of Home Affairs focuses on perfecting institutions, mechanisms, policies and ensuring resources for serious and effective implementation of the Government's programs and action plans to implement the 4 "four pillar ministries" resolutions of the Politburo.

Regarding the task of continuing to implement the contents of salary policy reform according to Conclusion No. 83-KL/TW of the Politburo, the Ministry of Home Affairs advises competent authorities to review and propose amendments and supplements to the allowance regime for cadres, civil servants and public employees after the restructuring and organization of the apparatus.

This is the basis for developing and submitting to the Government and Ministers to issue decrees and circulars under their authority related to allowance policies, ensuring consistency and appropriateness in localities.
