On the morning of August 17, in Hanoi, the Central Organizing Committee in coordination with the Ho Chi Minh National Academy of Politics organized the Opening Ceremony of the Training and Knowledge Update Program for Members of the 14th Party Central Committee (First Class).
Professor, Dr. To Lam, General Secretary, President attended and delivered directing speeches.
Also attending were members of the 14th Politburo: Nguyen Duy Ngoc, Secretary of the Party Central Committee, Head of the Central Organization Committee, Head of the Program Steering Committee; Doan Minh Huan, Director of the Ho Chi Minh National Academy of Politics, Standing Deputy Head of the Program Steering Committee; Nguyen Thanh Nghi, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee; General Nguyen Trong Nghia, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army. Comrade Nguyen Xuan Thang, Member of the 13th Politburo, Chairman of the Central Theoretical Council and members of the Party Central Committee, Alternate Member of the Party Central Committee, leaders of central ministries, departments, branches and Hanoi city also attended.
The first class will be held from August 17 - 23, 2026 with the participation of 63 Central Committee members of the XIV term.
Speaking at the Opening Ceremony, General Secretary and President To Lam emphasized that the training class was organized right in the first year of implementing the Resolution of the 14th Party Congress. The Congress has identified the goals and tasks of the entire term.
The Central Government has made decisions to remove bottlenecks and unlock resources. The current decisive task is to organize implementation: turning policies into feasible programs, synchronous actions and specific results; making the Party's will transform into the development of the country and a better life for the people.
General Secretary and President noted that currently, the world is changing rapidly, deeply, and is difficult to predict. To develop quickly and sustainably, the country must improve self-reliance, adaptability, resilience and create new advantages.
In that context, we must implement 4 strategic shifts: improve leadership capacity, rulership and efficiency of the political system's operation; unified management of development space, promoting all resources; establishing a development model based on productivity, knowledge, technology and people; proactively preventing, improving resilience, adaptability, firmly protecting the country and the peaceful environment. This requirement requires strategic-level cadres to have higher vision, bravery and action capacity. Each policy must clearly define bottlenecks, responsibilities and implementation results.
Each trainee comrade not only leads a sector, field or locality, but is also a member of the Central Executive Committee - the highest leadership body of the Party between the two Congresses. Therefore, it is necessary to think at the national level, act for the common good, and together with the Central Government take responsibility before the Party and the people for important decisions and the future of the country. Learning originates from that responsibility. Each Central Committee member must put the common good first.
General Secretary and President emphasized that strategic-level cadres must have firm political bravery; the higher the position, the more steadfast they must be, the more in the face of difficulties, the more principles they must maintain, the more pressure they are under, the more they must put the interests of the Party, nation - ethnicity and people first and foremost.
The higher the position, the greater the impact of decisions, the higher the requirement for self-study, self-training, self-examination, self-correction. Lifelong learning is not only to learn more, but to look right, think deeply, make right decisions and act effectively. If you do not learn and test yourself in practice, experience can become inertia, old knowledge can become limits, old ways of doing things that have been successful can become obstacles.
Highly appreciating the combination of specialized research, discussion and practical surveys, the General Secretary and President requested that the class cannot only be one-way, and certainly not to complete procedures according to regulations; this must be a place for frank exchange, in-depth dialogue, linking theory with practice; connecting knowledge and experience with new issues of the country. The value of the program is not in the amount of information, but in a new perspective, making better decisions and higher results.
The General Secretary and President requested the trainees to focus on implementing 3 requirements well: Each comrade needs to bring into the class the most difficult tasks of the industry, field, and locality; compare with knowledge, experience and new approaches to determine what needs to be promoted, what needs to be adjusted, and issues that need to be decisively decided. Learning must be associated with work, responsibility and results of serving the people; not to learn in general, not to avoid thorny issues.
Trainees need to frankly express their opinions, share both successes and failures, and analyze the causes and lessons; being both learners and contributing knowledge to the collective; through exchanges, they must broaden their horizons, consolidate solidarity, improve coordination between levels and sectors; debate to clarify issues and find better solutions.
After the course, each student needs to choose a number of practical issues to review their thinking, working style, decision-making process and implementation organization; and at the same time build a discipline to update knowledge and receive feedback in agencies and units. The effectiveness of implementation after training must be the highest measure of the program. After the course, there must be specific changes in work and specific results.
The General Secretary and President requested the Central Organization Committee, Ho Chi Minh National Academy of Politics and relevant agencies to organize serious, scientific, and practical classes; update new issues; summarize valuable opinions to serve advice and improve guidelines and policies; continue to innovate the content and methods of fostering strategic-level cadres; and need to monitor the application and take practical results as a basis for innovation.
On behalf of the Steering Committee of the Training Program, updating knowledge for members of the 14th Central Party Committee, Comrade Doan Minh Huan, Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics affirmed that the Steering Committee of the Program and the Organizing Committee of the Training Class will concretize the direction of the General Secretary, President of the State into the entire process of organizing the class, ensuring compliance with regulations and rules that have been issued.
Each topic is digitized and associated with the identification of each student, along with a system of learning materials for research before, during and after the course. On that basis, the Central Organizing Committee closely coordinates with the Ho Chi Minh National Academy of Politics to gradually build a self-study, self-update and lifelong learning ecosystem, so that learning does not end with the course but becomes a regular process, associated with the tasks and development of each official.
The Director of the Ho Chi Minh National Academy of Politics requested that the trainees arrange work reasonably, fully and seriously participate in the activities of the Program; promote the highest spirit of self-study, self-research, proactively exchange, delve into thinking and closely link with practical work. The quality of the Program depends greatly on the proactiveness, learning spirit and responsibility of learners.
Immediately after the Opening Ceremony of the Training and Knowledge Update Program for Members of the 14th Party Central Committee (First Class), General Secretary and President To Lam directly conveyed the central theme of the Program "Strategic leadership in the new era, a hundred-year vision - breakthrough thinking - development creation - implementation management".
