The National Assembly's Resolution amending and supplementing a number of articles of the Constitution clearly states the end of the operation of district-level administrative units nationwide from July 1, 2025.

On the morning of June 16, continuing the 9th Session, with 470/470 delegates participating in the vote, the National Assembly passed the Resolution of the National Assembly amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam.

According to the approved resolution, the administrative units of the Socialist Republic of Vietnam are organized into two levels, including provinces and centrally run cities and administrative units under provinces and centrally run cities by law.

A special administrative - economic unit established by the National Assembly.

The establishment, dissolvement, merger, division, and adjustment of administrative unit boundaries must collect the opinions of local people and follow the procedures prescribed by the National Assembly.

Local government is organized in administrative units of the Socialist Republic of Vietnam.

The local government level includes the People's Council (PC) and the People's Committee (UBND) organized in administrative units in accordance with the characteristics of rural, urban and island areas as prescribed by the National Assembly.

Local government in special administrative - economic units shall be regulated by the National Assembly when establishing that special administrative - economic unit.

This Resolution takes effect from the date of promulgation. The President shall promulgate this Resolution.

The Resolution clearly states the end of the operation of district-level administrative units nationwide from July 1, 2025.

When perfecting the organizational apparatus of agencies after implementing the arrangement of administrative units and ending the operation of district-level administrative units in 2025, the positions of Chairman, Vice Chairman of the People's Council, Head of the People's Council Committees, Chairman, Vice Chairman, and Committee Members of the People's Committee at the administrative units formed after the arrangement will not be elected.

Do not elect Heads of Delegations or Deputy Heads of National Assembly Delegations of provinces and centrally run cities formed after the reorganization.

Based on the announcement of the competent Party Committee for personnel management, the National Assembly Standing Committee appoints the Chairman, Vice Chairman of the People's Council, Heads of the People's Council Committees, Heads of Delegations, Deputy Heads of National Assembly Delegations in provinces and centrally run cities formed after the reorganization.

The Prime Minister appoints Chairmen and Vice Chairmen of People's Committees in provinces and centrally run cities formed after the reorganization.

The Standing Committee of the People's Council of the province or centrally-run city appoints members of the People's Committee at the same level and appoints the Chairman, Vice Chairman of the People's Council, Heads of the People's Council Committees, Chairman, Vice Chairman of the People's Committee of the lower-level administrative unit formed after the arrangement.

The Standing Committee of the People's Council in administrative units under provinces and centrally run cities formed after the arrangement of appointing members of the People's Committee at the same level.

In special cases, it is allowed to appoint personnel who are not People's Council delegates to hold the positions of Chairman, Vice Chairman, Head of People's Council Committees in administrative units formed after the arrangement or as People's Council delegates to form temporary People's Councils in wards implementing the urban government model without organizing People's Councils.
