Continuing the 8th Session, on the morning of November 30, with 458/461 delegates participating in the vote, the National Assembly passed the Resolution to establish Hue city under the Central Government.
Establish Hue city as a centrally-governed city on the basis of the entire natural area of 4,947.11 km2 and population of 1,236,393 people of Thua Thien Hue province.
This Resolution comes into force from January 1, 2025.
From the effective date of this Resolution, in addition to the regimes and policies for centrally-run cities, the specific mechanisms, regimes and policies for Thua Thien Hue province will continue to be implemented in Hue city until the end of the application period or until a decision is made by a competent authority.
Reporting on the reception and explanation of this content, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that all opinions expressed by National Assembly deputies highly agreed with the policy of establishing Hue city under central authority.

The National Assembly Standing Committee agrees with the opinions of the National Assembly deputies and finds that submitting to the National Assembly for consideration and decision to establish Hue city under the central government is of utmost importance, recognizing and marking outstanding achievements in implementing the policy of promoting urbanization associated with urban economic development of the whole country.
Regarding concerns about the low ratio of urban administrative units (AUUs) under Hue city and the average monthly income per capita compared to the national average, the National Assembly Standing Committee found that Hue city was established with the core task of preserving and promoting the unique values of the ancient capital and the tangible cultural heritage recognized by UNESCO.
Therefore, in principle, the requirement on urbanization rate will not be emphasized but more attention will be paid to ensuring quality and sustainability in urban development.
The establishment of Hue city will be a driving force for the Government, Party committees and local authorities to implement approved urban development plans and programs.
There are specific investment and development directions and plans to enhance urban quality, develop the urban economy quickly, strongly and sustainably, thereby gradually increasing per capita income and other development indicators in Hue city.
After the establishment of Hue city under the central government, it is recommended that the Government, Party committees and local authorities continue to take measures to improve and enhance the level of socio-economic development, attract diverse investment sources in the area, and promote the stable development process.
Ensuring balance and harmony based on the principle of both preserving and promoting heritage values and creating motivation and leverage to promote socio-economic development in Hue city.
At the same time, research and propose adjustments and supplements to specific mechanisms and policies suitable to the development requirements of the centrally-run city of Hue to submit to the National Assembly for consideration and decision.
In the development process, to effectively implement the National Assembly's Resolution, it is recommended that the Government pay attention to, regularly direct and urge the Hue city government to seriously implement the above policies and requirements.
National Assembly agencies and National Assembly deputies are also responsible for supervising the implementation of Resolutions of the National Assembly and the National Assembly Standing Committee.
