Merging two ministries is a proud development model.
Attending and giving a speech at the conference to review the work in 2024 and deploy tasks in 2025 of the Natural Resources and Environment sector, Party Central Committee member, Deputy Prime Minister Tran Hong Ha said that this is a summary at a historic time when the Natural Resources and Environment sector and the Agriculture and Rural Development sector are entering a new development stage, together with the whole country entering a new era of development; marking a milestone for a new development period of the two Ministries.
According to the Deputy Prime Minister, the goal of building a lean, strong, efficient and effective state is a very big goal when the Party and State identify the tasks and solutions that must be prioritized for the country to enter a new era.
"I think we are entering an era where the opportunities for the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development are huge. We have said to each other that these two ministries are as close as lips and teeth. If the Ministry of Agriculture and Rural Development does well, the Ministry of Natural Resources and Environment will benefit; if the Ministry of Natural Resources and Environment gives good forecast results, the Ministry of Agriculture and Rural Development will benefit.
These two ministries are organically linked. And when talking about the Ministry of Natural Resources and Environment, there is always a missing issue. Currently, it can be said that a part of the soul belongs to the Ministry of Natural Resources and Environment, a part of the body belongs to the Ministry of Agriculture and Rural Development, now we are together in one body, this is a happy thing. The Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment are a period of development, a proud development model" - Deputy Prime Minister Tran Hong Ha said.
According to the Deputy Prime Minister, this shows that there is nothing to worry about but this is a great opportunity. Mr. Tran Hong Ha also explained why the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, which are so large, still need to be merged - because we are on the way to achieve the goal of building a Ministry with the capacity to ensure effectiveness, efficiency, and efficiency in management.
In the past, the environment followed socio-economic development, or the thinking of developing first and cleaning up later - this was a completely wrong way of thinking that caused huge consequences. The environment is not passive or behind, but is the foundation for sustainable development.
"The merger of two ministries is just an added number, requiring a development philosophy and a major change in management awareness," said the Deputy Prime Minister.
According to Deputy Prime Minister Tran Hong Ha, the new apparatus must be stronger, with arrangements that bring thinking to effective management. One task is assigned to one organization.
Orientation to arrange and streamline the organizational structure of the Ministry
According to the Department of Organization and Personnel (Ministry of Natural Resources and Environment), based on the principles of review, arrangement and implementation of the direction of merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development, the Party Committee of the Ministry has agreed on the direction of arrangement and streamlining the organizational structure of the Ministry.
There are 23/27 units under the organizational structure of the Ministry of Natural Resources and Environment stipulated in Decree No. 68/2022/ND-CP that are being rearranged and reorganized, specifically as follows:
- 1 General Department ended its operating model (General Department of Hydrometeorology), reorganized into 1 unit: Department of Hydrometeorology.
- 7 specialized state management departments and offices were merged and reorganized into 3 organizations (reducing 4 focal points).
- 12 organizations were merged with units with similar functions of the Ministry of Agriculture and Rural Development (7 general staff units, 1 department, 4 public service units directly serving state management work).
- The 2 Departments will receive additional related management tasks from units of the Ministry of Agriculture and Rural Development (Department of Water Resources Management, Department of Nature Conservation and Biodiversity).
- 1 public service unit will be considered and reorganized in the direction of merging with a unit with similar functions and tasks of the Ministry of Agriculture and Rural Development or under the Department of Water Resources Management to serve the state management of water resources (National Center for Water Resources Planning and Investigation).
