Many outstanding achievements
On December 21, 2024, the Ministry of Natural Resources and Environment held a conference to review the work in 2024 and deploy tasks for 2025 of the natural resources and environment sector. Deputy Prime Minister Tran Hong Ha attended the conference.
Speaking at the Conference, Minister of Natural Resources and Environment Do Duc Duy said that in 2024, the Ministry of Natural Resources and Environment will make many important contributions to the socio-economic development of the country and each locality. Notably:
Firstly, institutions, policies and laws on natural resources and environment continue to be supplemented and improved, ensuring full institutionalization of the Party's viewpoints, policies and orientations, meeting the management requirements and practical development of the country.
Second, the system of national sectoral plans is built, promulgated and implemented, creating an important legal basis for allocating, arranging and rationally using space and resources for the development of sectors, fields, socio-economic regions, localities and the whole country.
Third, the work of managing, exploiting, and using resources effectively and sustainably to meet development needs and serve as a foundation to promote economic growth drivers is fully and seriously implemented in accordance with the direction of the Government and the Prime Minister.
Fourthly, environmental protection and climate change response work has been carried out with attention by all levels and sectors, with positive changes; environmental indicators have become important criteria to assess the effectiveness and socio-economic sustainability of the country and each locality.
Fifth, meteorological and hydrological forecasting, natural disaster forecasting and warning work is always proactive, "going early, going ahead", and quality is improved.
Sixth, digital transformation has achieved many positive results; scientific research, training, human resource development, international cooperation, information and communication are increasingly innovative, practical and effective, effectively serving state management.
Arrange the machine to be compact, strong and refined
According to Minister Do Duc Duy, in addition to the positive results achieved, we also need to frankly acknowledge that the state management of the Natural Resources and Environment sector still has shortcomings and limitations, namely: Some institutions, policies, and legal documents are no longer suitable for development practices but are slow to be revised and supplemented; the quality of policy and law implementation is uneven among localities;
Natural resources in many places have not been used effectively, especially land resources, causing waste; violations of the law in mineral activities still occur in many places; Environmental pollution in river basins, industrial clusters, craft villages, and air pollution in urban areas have not received attention;
Decentralization, delegation of power, and administrative procedure reform have not been thorough; digital transformation in the industry has not met modern governance requirements; The effectiveness and efficiency of state management in a number of fields and areas are still limited.
Minister Do Duc Duy said that in 2025, the industry will focus on the following tasks: Determined to complete the restructuring of the apparatus, along with perfecting and improving the quality of the staff in the right direction, ensuring that the apparatus after restructuring is truly streamlined, strong, operating smoothly, effectively and efficiently.
Focus on building and perfecting the natural resources and environment policy institutions, focusing on issuing documents guiding the organization and implementation of the laws on land, water resources, geology and minerals. Research and propose amendments to the Law on Environmental Protection, the Law on Natural Resources, Environment and Islands, and the Law on Biodiversity.
