For administrative organizations under the Ministry of Natural Resources and Environment (MONRE), the model of the General Department of Hydrometeorology will be terminated; the General Department of Hydrometeorology will be reorganized into the Department of Hydrometeorology.
Merge 3 land management units (Land Department; Department of Land Resources Planning and Development; Department of Land Registration and Information Data) into the Department of Land Management. At the same time, study the plan to have a career organization performing the functions and tasks of research on land investigation and planning under the Ministry or under the Department to serve the state management of land.
Merge 2 units in charge of environmental management (Department of Environment, Department of Environmental Pollution Control) into the Department of Environment. Merge 2 units in charge of geology and minerals (Vietnam Geological Survey and Vietnam Minerals Department) into the Vietnam Geological Survey and Minerals Department.
Carry out mergers with units of the Ministry of Agriculture and Rural Development (MARD) or receive additional functions and tasks from relevant units of the MARD for the following departments: Department of Water Resources Management (receiving water resources management tasks from the Department of Irrigation); Department of Nature Conservation and Biodiversity (expected to receive tasks from relevant units of the MARD); Department of Digital Transformation and Environmental Resources Data Information (expected to merge with the Center for Digital Transformation and Agricultural Statistics into the Department of Digital Transformation).
Implement the merger of 7 general staff units with corresponding units of the Ministry of Agriculture and Rural Development, including: Department of International Cooperation, Department of Planning and Finance, Department of Science and Technology, Department of Legal Affairs, Department of Organization and Personnel, Ministry Office, Ministry Inspectorate.
Continue to maintain the following departments: Vietnam Sea and Islands Department; Department of Climate Change; Department of Surveying, Mapping and Geographic Information of Vietnam; National Remote Sensing Department. Continue to maintain the following offices: Office of the National Mineral Reserves Assessment Council; Standing Office of the Vietnam Mekong River Commission. Research and reorganize the Party - Mass Organization Office according to Conclusion No. 09-KL/BCD and Regulation No. 123-QD/TW dated September 26, 2023 of the Secretariat.
The specific plan for implementing the above-mentioned orientation of restructuring and streamlining the organizational apparatus will continue to be studied and completed to report to the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government.
For public service units under the Ministry of Natural Resources and Environment: Merge 4/5 units listed in the organizational structure of the Ministry in Decree No. 68/2022/ND-CP with units with corresponding functions of the Ministry of Agriculture and Rural Development, including: Institute of Strategy and Policy on Natural Resources and Environment; School for Training and Fostering of Natural Resources and Environment Officers; Natural Resources and Environment Newspaper; Natural Resources and Environment Magazine.
Reorganize and consolidate the National Center for Water Resources Planning and Investigation in the direction of not including it in the structure of the Ministry in the Decree; orientate to arrange and merge with units with similar functions and tasks of the Ministry of Agriculture and Rural Development or under the Department of Water Resources Management to serve the state management of water resources.
For other public service units under the Ministry, they will be considered and arranged during the process of merging the two Ministries to report to competent authorities for consideration and decision.
For other public service units under the Departments under the Ministry, the General Departments under the Ministry should study the rearrangement in the direction that each Department should only maintain 1 to 2 public service units. For special units, those performing basic monitoring and investigation functions and tasks according to locality and region, more units can be maintained, but they should also be reviewed and rearranged to streamline the apparatus.
