Speaking at the opening of the session, comrade Tran Quoc Toan emphasized that this session has many important contents, including two major issues, which are strategic turning points for the sustainable and comprehensive development of Hung Yen province in the new period.

Firstly, the meeting will consider, comment and approve the policy of arranging administrative units (DVHC) at the commune level in Hung Yen province. This is a content of strong reform in the organization of the administrative apparatus, in order to concretize the resolutions of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly and the Government on the arrangement of the grassroots administrative unit, towards the goal of building a streamlined, efficient, effective, effective government, close to the people when there is no more district -level government organization.
Second, the session will discuss and approve the policy of arranging Hung Yen and Thai Binh provinces to establish the new Hung Yen province. At the meeting, Comrade Nguyen Le Huy, Permanent Vice Chairman of the People's Committee of Hung Yen province, presented the Proposal of the Provincial People's Committee on the Project on arranging commune-level administrative units in Hung Yen province in 2025 and the draft Resolution approving the policy of arranging commune-level administrative units in Hung Yen province in 2025.
Accordingly, Hung Yen province currently has 139 commune-level administrative units (including: 13 wards, 8 towns and 118 communes); after implementing the arrangement of commune-level administrative units, Hung Yen province has 39 commune-level administrative units (including 33 communes, 6 wards); reducing 100 commune-level administrative units (reducing 7 wards, 8 towns and 85 communes; the reduction rate reached 72%).
