The structure of the Vice Chairmen of the Provincial Vietnam Fatherland Front Committee is the current full-time Vice Chairmen and 5 heads of socio-political organizations.

The Central Organizing Committee has issued Instruction No. 31-HD/BTCTW on the establishment of Party organizations corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front (VFF), provincial and commune-level unions.

One of the notable contents in the guide is the arrangement of the apparatus of the Vietnam Fatherland Front agencies and provincial-level unions.

The provincial-level Vietnam Fatherland Front Congress will be held immediately after the Provincial Party Congress.

With the provincial Fatherland Front Committee, on the basis of the Project approved, the Standing Committee of the province, the City Party Committee exchanged and united the Standing Committee for the Standing Committee of the Central Committee of Vietnam Fatherland Front Committee issued a Decision to establish the Vietnam Fatherland Front Committee of the province and city and recognize the Commissioners and the titles of the Vietnam Fatherland Front Committee of the provincial Fatherland Front (Chairman, Vice Presidents).

Regarding the number of members of the Provincial-level Vietnam Fatherland Front Committee, for provinces and cities subject to merger: The arrangement does not exceed the total number of members of the Vietnam Fatherland Front Committee of provinces and cities existing before the merger (not including the number of retirement, work transfer or resignation wishes).

When the congress is held according to the instructions of the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

For provinces and cities that are not merged, keep the number of committee members as at present. When the congress is held according to the instructions of the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

The structure of the Standing Committee of the Vietnam Fatherland Front Committee of provinces and cities includes: Chairman and Vice Chairmen, excluding non-professional Vice Chairmen (if any).

For the provinces and cities subject to consolidation, the Vice Chairman structure includes: Considering the arrangement of personnel who are currently Chairmen and full-time Vice Chairmen of the Vietnam Fatherland Front of the provinces and heads of socio-political organizations.

In particular, arranging 1 vice president and at the same time as Chairman of the Provincial Labor Union; 1 Vice Chairman and at the same time as Chairman of the Provincial Farmers Association; 1 Vice Chairman and at the same time as Chairman of the Provincial Women's Union; 1 Vice Chairman and at the same time as Secretary of the Ho Chi Minh Communist Youth Union; 1 Vice Chairman and at the same time as Chairman of the Provincial Veterans Association.

For provinces and cities that are not merged, the structure of Vice Chairmen includes: Arrange personnel who are currently Vice Chairmen of the Provincial Fatherland Front Committee and 5 heads of socio-political organizations who are Vice Chairmen and also heads of socio-political organizations (implemented as for provinces and cities subject to merger).

When congressing, the number of Vice Chairmen of the Vietnam Fatherland Front Committee shall follow the instructions of competent authorities.

The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level is responsible for proposing to the Standing Committees of provinces and cities to consider, arrange work, and resolve regimes and policies for personnel under the management of provincial and municipal Party Committees (if any).

Consider arranging appropriate work, resolving the regime and policies for cadres and civil servants who are redundant due to arrangement, merger and those who wish to retire early according to regulations.

Guiding the Standing Committee of the Vietnam Fatherland Front Committee at district and commune levels to conduct statistics, check books, hand over funds (if any), facilities, equipment, hand over finance, facilities... after the merger.
