- Please tell the Provincial Party Secretary, to successfully implement the Resolution of the 1st Ca Mau Provincial Party Congress, term 2025-2030, what solutions does Ca Mau province have to mobilize and effectively use resources?
Comrade Nguyen Ho Hai: The 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030 is a special historical milestone. This is the first term after the merger of the province (Bac Lieu and Ca Mau), opening up a new development space with new potential and position. To transform the orientations in the Resolution into reality, the Provincial Party Committee Executive Committee determined that mobilizing and effectively using resources is a key and decisive factor.
First, mobilizing financial and investment resources. Thoroughly grasping the view that "State capital is the bait, leading and activating all social resources", Ca Mau will focus on promoting administrative reform, improving the business investment environment to attract strategic investors, large corporations at home and abroad, especially in the fields of renewable energy, marine economy and logistics infrastructure.
The province will diversify investment forms, especially public-private partnerships (PPP) to complete the transport infrastructure system and urban infrastructure. In using financial resources, the province thoroughly grasps the principle of "centered, key, not spread out"; prioritizing public investment capital for inter-regional connectivity transport infrastructure projects, climate change response infrastructure and urgent social security projects.
At the same time, strengthen inspection and supervision, prevent and combat corruption, wastefulness, and negativity, ensuring that each investment capital brings practical efficiency to the development of the province and people's lives.
Second, develop human resources, identifying this as the most valuable resource. Resolution of the 1st Provincial Party Congress, the Provincial Party Committee has identified "The breakthrough in human resource development" as one of the three strategic breakthroughs.
The province focuses on building a team of cadres, civil servants, and public employees with innovative thinking, aspirations to contribute, and professional capacity to perform official duties. At the same time, implement policies to attract talents and leading experts; link with large training institutions to train high-tech labor, meeting the new situation.
Third, resources from mechanisms and institutions are identified as "sources of resources". Ca Mau has been actively proposing to the Central Government to allow piloting specific mechanisms and policies to promote the advantages of the southernmost province. The province focuses on institutional breakthroughs, innovation in construction and law enforcement in the locality; focuses on removing "bottleneck points" in land procedures and site clearance to accelerate the progress of key projects.
Fourth, mobilizing resources from the strength of the great national unity bloc. The Central Government has identified the guiding viewpoint for national development: "Policy leads the way, culture illuminates the way, science shapes, people implement". All Party policies are only successful when there is consensus and joint efforts from the People, the province will strongly promote the spirit of self-reliance, self-strengthening, pride, and self-confidence, arousing the aspiration to rise up of each Ca Mau people, creating a comprehensive strength to successfully implement the set goals and tasks.
- How is the exploitation and exploitation of the province's potentials and advantages to promote rapid and sustainable economic development being concerned about, comrade?
Comrade Nguyen Ho Hai: Ca Mau after merging has a natural area of more than 7,942 km2, a population of over 2.6 million people, especially a coastline of 310 km long, with 3 sides adjacent to the sea, with a sea area of over 120,000 km2.
To maximize the potential, the Resolution of the 1st Provincial Party Congress identified focusing on 4 strategic pillars: (1) Completing connecting transport infrastructure, especially the highway system, airports, seaports to implement economic zones, advantageous industrial zones and clusters; synchronously developing digital infrastructure. (2) Developing the marine economy: strongly developing renewable energy (especially wind power, towards electricity export); improving the efficiency of marine exploitation, associated with protecting national sovereignty; investing and gradually effectively exploiting seaports; developing high value-added processing industry. (3) Developing clean, high-tech agriculture, mainly shrimp and rice; (4) Promoting service - tourism development: Based on existing advantages and historical values, unique cultural identity of the locality. In which:
First, regarding infrastructure: Accelerate the progress of project implementation and disbursement of public investment capital right from the beginning of the term, taking public investment to lead and activate social investment, promoting public-private partnership; especially important and strategic projects that have guidelines and directions from the Central Government and the province according to the plan. Review and remove difficulties and obstacles for each project; especially key and key projects, national target programs. Develop a synchronous and modern transportation network according to the dynamic economic corridor (road, waterway, aviation, seaport). Invest in transport routes to key areas for economic development, tourism, historical and cultural relics, to the centers of communes and inter-communes, associated with the main transport axes of the province, national highways, expressways... Build irrigation infrastructure and works in a multi-purpose direction, both serving production, transportation, waterway transport, disaster prevention and control, and adapting to climate change.
Review, adjust, and effectively and synchronously implement construction plans, urban planning, urban development programs, and urban upgrade projects. Mobilize diverse resources to invest in works, projects, and essential infrastructure to ensure urban flood prevention (in wards: An Xuyen, Tan Thanh, Ly Van Lam, Bac Lieu, Vinh Trach...); renovate and relocate riverside houses; renovate and upgrade essential infrastructure in urban areas. Develop and invest in infrastructure construction and increase the occupancy rate of industrial zones and clusters, associated with urban development; plan, prioritize land allocation, and accelerate the progress of social housing construction and development.
Continue to invest, upgrade, and develop information and communication infrastructure, digital infrastructure, education, healthcare... to meet the development requirements and the creative and cultural needs of the People. Develop shared databases, specialized data transmission networks; deploy unified, secure, and smoothly connected digital solutions from the province to the grassroots level. Form and develop an innovation center network; proactively seek new technologies at home and abroad, cooperate in technology transfer, and scientific research results.
Second, developing the marine economy becomes the main driving force for growth. Identifying the sea as a space for survival and sustainable development, the province focuses on investing in completing the seaport system, especially Hon Khoai seaport, to become an international trade gateway. Strongly develop renewable energy industries (wind power, solar power, green hydrogen energy), and liquefied natural gas (LNG) so that Ca Mau not only becomes energy-independent but also becomes a clean energy center of the country, aiming to export electricity.
In addition, the province promotes the maritime economy, logistics services and exploitation and aquaculture in the direction of industry and high technology associated with deep processing, protecting marine resources and environment.
Third, the great advantage of Ca Mau is shrimp and mangrove forests. The province will focus on developing the value chain of the shrimp industry in a large-scale direction, applying modern technology, towards high-end export markets. Exploiting economic value under the forest canopy such as: shrimp, wild crabs, products under the forest canopy, ecotourism of mangrove forests,... in a sustainable direction, adapting to climate change. At the same time, promoting the development of rice - shrimp and specialized rice production areas in an ecological, high-tech, efficient, and sustainable direction. Building a reputable Ca Mau agricultural product brand in the domestic and international markets.
Fourth, develop tourism into a key economic sector. Ca Mau possesses national iconic landmarks, along with a unique mangrove ecosystem, typically the Ramsar Mui Ca Mau Area, nearly 42,000 hectares wide. From this advantage, the province focuses on investing in synchronous tourism infrastructure, diversifying types: ecotourism, cultural - historical tourism, sea and island resort tourism. In particular, the province will focus on developing tourism products imbued with the cultural identity of the riverine region, making Ca Mau a must-visit destination on the Vietnamese tourism map.
In the process of exploiting potentials and advantages, the province adheres to the viewpoint "Quick development but must be sustainable", absolutely not trading the environment for pure economic growth. All investment projects must be strictly screened for environmental impacts. The province focuses on green economy and circular economy to protect the province's unique biodiversity ecosystem for future generations.
- Comrade Provincial Party Secretary, please add, what plans and solutions has Ca Mau had to develop quickly and sustainably in the new period after the province's merger?
Comrade Nguyen Ho Hai: The period 2025-2030 is a period when Ca Mau must make strong breakthroughs to "confidently step into a new era with the whole country". To do that, in addition to mobilizing resources and exploiting potential, Ca Mau will focus on the following breakthrough solutions:
First, the key task now is to complete and submit to competent authorities for approval the adjustment of the Planning of Ca Mau province for the period 2021-2030, vision to 2050 right in early 2026, thereby creating a solid legal basis for effective implementation, opening up a new development space for the province. After consolidation, the adjustment of the plan is urgent to ensure connectivity, synchronization and unity in the development space. The plan must have a long-term vision but still ensure flexibility and high adaptation to climate change and sea level rise.
Next, promote the application of science and technology, promote digital transformation and innovation. This is a "shortcut" solution to improve labor productivity and competitiveness. The province focuses on building digital government to better serve people and businesses; developing the Digital Economy, especially in agriculture and tourism; building a Digital Society so that people can enjoy modern utility services. With the Startup and Innovation Center just put into operation, the province also simultaneously promulgated specific mechanisms to encourage and support businesses to promote the application of modern technology in production and business processes.
Third, invest in inter-regional connectivity transport infrastructure. Ca Mau has been and is drastically coordinating to implement key transport projects: Ca Mau - Dat Mui expressway (connecting the Can Tho - Ca Mau expressway that has been put into operation), other expressway projects, upgrading Ca Mau Airport, access road to Hon Khoai General Port,... to connect with major economic centers. When transport infrastructure is smooth, attracting investment increases, logistics costs decrease, creating a great competitive advantage for the province.
Fourth, focus on socio-cultural development, improving people's lives. Economic development must go hand in hand with progress and social justice. Ca Mau focuses on investing in education and health according to Resolution 71, 72 of the Politburo, effectively implementing social security policies, sustainable poverty reduction, especially in ethnic minority areas and remote, isolated, and island areas. Focus on preserving and promoting the traditional cultural values of Ca Mau land and people, considering culture as a spiritual foundation, an endogenous force for development.
Fifth, ensuring national defense - security and political stability. As the southernmost province of the Fatherland with a strategic position, Ca Mau always places the task of protecting sea border sovereignty and maintaining security and order as a key and regular task. Building a solid "people's heart formation", creating a peaceful and stable environment for economic development. Strengthening the construction and rectification of the Party and a clean and strong political system. The province focuses on innovating leadership methods, improving the governance capacity and combat strength of Party committees and grassroots Party organizations. Building a contingent of cadres with heart, vision, strength, daring to think, daring to do, and daring to take responsibility for the common good.
