The past term took place in a particularly difficult context: pandemics, global economic decline, increasing urbanization pressure; infrastructure, environmental, population, and flooding issues simultaneously increased, creating unprecedented pressure. In that context, the most valuable thing is that the City does not flinch, does not let the development momentum break, and maintains its leading role.
What is noteworthy is not only the growth figures, but also the way the City overcomes difficulties: steadfast in goals, unified in leadership, drastic in direction and serious in implementation. Practice shows that in the most challenging times, the leadership role of the City Party Committee is clearly shown through maintaining principles, promoting discipline, order and responsibility of each level, each individual, especially the head. An important change of Ho Chi Minh City in this term is the innovation of leadership and administration thinking. The city not only focuses on solving immediate problems, but gradually shifts to constructive development thinking: more proactive in designing development space, restructuring the economy, innovating the growth model and improving the effectiveness and efficiency of governance.
This is also a concretization of the consistent requirements in the Party's documents: rapid but sustainable development, growth associated with improving the quality of life of the People; innovation goes hand in hand with discipline and responsibility.
The spirit that the 13th Congress set out as the center of wisdom, solidarity and innovation has gradually been concretized into the daily work of the entire political system and each management area of the City.

The big imprint of this term is the National Assembly's promulgation of Resolution No. 98/2023/QH15 and Resolution No. 260/2025/QH15 on specific mechanisms and policies for the City. This affirms a very clear mindset: Ho Chi Minh City is not just a large locality, but a growth pole of the nation. The City does not ask for privileges or favors, but only asks for mechanisms to contribute more to development.
At the same time, this is also a very clear requirement: The City must organize the implementation of those mechanisms seriously, effectively, and transparently; turning the correct policy into concrete results, measurable in practice.
The city clearly defines: the mechanism is only a necessary condition; the sufficient condition is the capacity to organize implementation. Dare to think, dare to do must go hand in hand with knowing how to do, do it thoroughly and take responsibility to the end. All policies must be tested by actual effectiveness, by changes in people's lives and the competitiveness of the City's economy.
Throughout the term, the City gradually shifted from a growth model based heavily on traditional real estate and services to a model based on more sustainable driving forces: science and technology, digital economy, finance, logistics, modern and environmentally friendly industry.
Along with that is the shift from single development to development in the regional economic space, closer connection with the Southeast region and the Mekong Delta, in line with the Party's major orientation on balanced and harmonious development between regions, promoting comparative advantages and creating a comprehensive strength of the economy.
Along with maintaining discipline in administration, Ho Chi Minh City especially values the strict implementation of the Party Charter and Central regulations.
Summarizing 15 years of implementing the Party Charter shows that: the continuous supplementation and improvement of the system of regulations and guidelines has contributed to improving the leadership capacity and combat strength of the Party organization; maintaining discipline and order; promoting democracy in parallel with responsibility; strengthening solidarity and unity throughout the Party.
For Ho Chi Minh City, this is even more special in the context of operating the 2-level local government model, managing a larger and more dynamic development space.
A place of convergence of intelligence - Growth engine
The results achieved in the XIII Congress term are not the destination, but the foundation for Ho Chi Minh City to enter a higher stage of development in the XIV Congress term of the Party. On the journey to realize the goal to 2030 and vision to 2045, the City must rise even more clearly to become a financial center, innovation center, technology center, regional and international connection center.
Ho Chi Minh City aims to become a civilized and modern city by 2030, a dynamic and deeply integrated innovation center; with a prominent position in Southeast Asia. Vision to 2045, the City strives to be in the group of 100 cities with the best quality of life in the world, as an economic - financial - service - education - health center of Asia, a global attractive destination; developing uniquely, sustainably and rich in cultural identity.
To realize that goal, the key and consistent task of the Ho Chi Minh City Party Committee is to build the City into a center of wisdom, solidarity and innovation - capable of leading the City to enter a new stage of development faster, more efficiently, more sustainably and contribute more to the country.
Wisdom, solidarity and innovation are not just slogans, but political commitments and action standards. Each cadre, party member and each citizen of the City needs to join hands, unite, turn aspirations into actions, turn goals into results; so that Ho Chi Minh City deserves to be a place to gather wisdom, a driving force for the country's growth, building a civilized, modern, and compassionate City.
Along with that is the requirement to maintain discipline in leadership and management; improve the quality of the contingent of officials; promote administrative procedure reform in a substantive direction; invest in strategic infrastructure; develop high-quality human resources; nurture a strong business community. Above all, all guidelines and policies must be steadfast in the principle of putting the people at the center, so that all development achievements return to serving the people's lives to be better, more civilized, and happier.
The term of the 13th Party Congress is a term in which the Ho Chi Minh City Party Committee overcame many challenges, maintained its leading role and laid an important foundation for a new stage of development. On that basis, Ho Chi Minh City entered the 14th Congress with a more proactive, more confident and greater responsibility to the Party, to the People and to the future of the country.
