1,586 delegates will attend the Congress
The 14th Party Congress will take place in Hanoi Capital, from January 19 - 25, 2026, with the participation of 1,586 delegates, representing more than 5.6 million party members nationwide. The Congress is organized with the motto: "Unity - Democracy - Discipline - Breakthrough - Development", showing the consistent spirit in leading, directing and organizing the implementation of important political tasks of the Party in the coming term.
The 14th Party Congress has the theme: "Under the glorious flag of the Party, joining hands, united in determination to successfully implement the country's development goals to 2030; self-reliance, confidence, and strong progress in the era of national rise, for peace, independence, democracy, prosperity, prosperity, civilization, happiness, steadily advancing towards socialism".
The preparation of the draft Document has carried out an important reform step, integrating 3 reports: Political Report, Socio-Economic Report and Party building summary report into a unified and synchronous Political Report. The draft documents not only summarize the journey in the past 5 years, but also identify goals and tasks in the next term, clearly showing strategic thinking, long-term vision and national development orientation to the mid-21st century.
Notably, for the first time in the Congresses, the Political Report is built with a specific action program, clearly defining the goals, tasks, roadmap, resources and responsibilities of each agency and unit, ensuring that the Resolution of the Congress can be implemented immediately after being passed.
The Congress takes place in the context that the country has gone through 40 years of renovation with many historical achievements, but is also facing the requirement to make stronger breakthroughs to avoid falling behind, overcome the middle-income trap and adapt to the fluctuations of the regional and world situation.
Therefore, the 14th Congress carries the mission of strategic orientation and development vision for the nation in the new era. Breakthrough development goals in the new period have also been set out in the draft documents of the 14th Congress.
Outstanding new points in thinking and development orientation
Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang emphasized that the 14th Congress has many fundamental new points compared to previous congresses. First of all, there is a strong innovation in thinking, in which the focus is a breakthrough in perfecting institutions to develop the country quickly and sustainably, not only in economy but also in all fields of culture, society, people, national defense, security, foreign affairs, and Party building.
A very important new point is that if previously, when discussing the requirements for rapid and sustainable development of the country, we only identified socio-economic development as the center, not fully highlighting the role of the environment; then this time, the draft document clearly emphasized socio-economic - environmental development as three important pillars, while affirming the role of cultural identity and political stability.
The 14th Congress also focused on building a new growth model, adapting to major changes in the world such as digital transformation, green transformation, energy transformation and human resource transformation, thereby improving productivity, quality, efficiency and added value of the economy.
Along with that, for the first time, the draft document of the Congress clearly emphasized the identification of national defense-security and foreign affairs as important and regular tasks, not only in the separate fields of each sector but also as the tasks of the entire political system, in order to combine national strength with the strength of the times, maximizing domestic and international resources.
The 14th Congress also had many other new contents related to science and technology, innovation with breakthroughs; building a modern national education system, taking quality and output efficiency to adapt to new changes.
Prof. Dr. Pham Hong Tung - Chairman of the Science and Training Council, Institute of Vietnamese Studies and Development Science (Vietnam National University, Hanoi) - said that the most important task of our entire nation in the new era is to improve innovation capacity, improve digital transformation capacity, improve the quality of human resources, and prepare long-term development momentum for the country.
Historical turning point opens a new stage of development
Assoc. Prof. Dr. Le Quoc Ly - former Deputy Director of the Ho Chi Minh National Academy of Politics - said that the draft Political Report has identified key development targets in 5 years 2026 - 2030 as well as viewpoints and goals for building and developing the country in the coming period, emphasizing the continued construction and completion of synchronous institutions for rapid and sustainable development of the country.
In which, identifying and continuing to strongly innovate thinking, promoting strategic breakthroughs, building a new development ecosystem, ensuring the viewpoint of taking development for stability, stability to promote development and constantly improve people's lives and happiness; focusing on comprehensively and synchronously improving the rapid and sustainable development of the country's institutions, in which political institutions are key, economic institutions are the focus, and other institutions are very important.
