The whole country currently has 705 commune-level administrative units that do not fully meet the standards according to regulations. According to Resolution 112/2025/UBTVQH15, the arrangement will be based on population, area, urban criteria, development level and specific characteristics of each area.
Regarding the standards of administrative units, communes that are not mountainous or island areas have 16,000 people or more, a natural area of 30 km2 or more; wards with a population scale of 21,000 people or more, a natural area of 5.5 km2 or more.
Based on current regulations, Hai Phong city has 9 communes and wards after merger that do not meet the standards for area and 1 ward that does not meet the standards for population size.
9 communes and wards that do not meet area standards include: Gia Vien ward and 8 communes: An Hung, Kien Minh, Kien Thuy, Nghi Duong, Tue Tinh, Hop Tien, Nam Sach, Thai Tan.
1 ward that does not meet population standards is Nguyen Trai ward.
In the direction for the last 6 months of 2026, the Department of Home Affairs will advise and implement the review and arrangement of commune-level administrative units and rearrange and reorganize specialized agencies and public service units directly under the commune-level People's Committees according to the direction of the Central Government.
In Ninh Binh province, after arranging commune-level administrative units, abolishing district-level units, and merging old Nam Dinh, Ha Nam, and Ninh Binh provinces, there are currently at least 19 communes and wards in Ninh Binh province that do not meet the standards, and may have to continue to merge, arrange, and merge.
Among them, 14 communes and wards in Ninh Binh province have not met the area standards after the merger in 2025, and may have to be merged and further arranged, including: Chat Binh, Co Le, Gia Tran, Giao Phuc, Khanh Nhac, Kim Son, Liem Ha, Ly Nhan, Nam Truc, Quang Hung, Quang Thien, Truc Ninh, Vinh Tru, Yen Mac.
4 communes and wards in Ninh Binh province that have not met the population standards after the merger in 2025 may have to be merged and further arranged, including: Tam Chuc, Cuc Phuong, Kim Dong, Phu Long.
1 commune and ward in Ninh Binh province has not met both standards for population and area after the merger in 2025, and may have to be merged and rearranged, which is Gia Phong commune.
In Phu Tho, based on Resolution No. 112/2025/UBTVQH15 dated December 24, 2025 of the National Assembly Standing Committee on standards for administrative units, this locality has at least 29 communes and wards that have not met the standards (at least the standards for area).
The list of communes and wards in Phu Tho province that have not met the standards for natural area includes: Ban Nguyen, Binh Xuyen, Cao Phong, Hoang An, Hoi Thinh, Lam Thao, Lien Chau, Lien Hoa, Lien Minh, Long Coc, Mai Ha, Muong Bi, Muong Thang, Muong Vang, Nguyet Duc, Son Dong, Tam Hong, Te Lo, Thai Hoa, Tho Tang, Thung Nai, Trung Son, Van Mieu, Vinh An, Vinh Hung, Vinh Thanh, Vinh Tuong, Xuan Lang, Yen Lac.
In Hung Yen province, there are 32 communes and wards that have not met the standards for natural area, and may have to continue to merge: Bac Dong Quan, A Sao, Ai Quoc, Bac Dong Hung, Bac Thuy Anh, Binh Nguyen, Chi Minh, Dong Bang, Dong Tien Hung, Hoan Long, Hong Vu, Me So, Nam Dong Hung, Nam Thuy Anh, Ngoc Lam, Nguyen Du, Nguyen Van Linh, Phung Cong, Quang Lich, Tan Hung, Tan Tien, Tay Thai Ninh, Tay Thuy Anh, Tay Tien Hai, Than Khe, Thu Tri, Thuy Anh, Tien Lu, Tong Tran, Viet Tien, Vu Quy, Xuan Truc.
1 commune and ward of Hung Yen province that has not met the population standards is Hong Chau ward.
Vinh Long province (including the territory of the old Ben Tre province and the old Tra Vinh province) has at least 2 communes and wards that have not met the standards after arrangement, merger, and consolidation in 2025, and may have to continue to merge in the near future, including Luong Phu and Phu Thuan communes.
The above information only considers the criteria of natural area and population, not considering the specific factors of communes and wards specified in Article 3 and Article 6 of Resolution 112/2025/UBTVQH15.
