Prime Minister's new directive on arranging schools, reducing at least 30% of focal points

The Prime Minister requested localities to focus on reviewing and implementing the arrangement of preschool, general, continuing education, and vocational education institutions.

Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra has just issued Official Dispatch No. 814/TTg-TCCV dated July 20 of the Prime Minister on arranging public preschool, general, continuing education, and vocational education institutions at provincial and commune levels.

Official dispatch sent to the Ministry of Education and Training; Ministry of Home Affairs; Standing Committee of Provincial and City Party Committees of provinces and cities; People's Committees of provinces and cities.

Following Official Dispatch No. 777/TTg-TCCV dated July 10, 2026 of the Prime Minister on arranging public preschool, general, continuing education, and vocational education institutions at provincial and commune levels, based on the proposal of the Party Committee of the Ministry of Education and Training in document No. 157-BC/DU dated July 18, the Prime Minister has the following directing opinions:

Localities focus on reviewing and implementing the arrangement of public preschool, general, continuing education, and vocational education institutions in the area in the direction of: each commune-level administrative unit must ensure at least 1 preschool education institution, 1 general education institution providing sufficient primary and secondary education levels, ensuring flexibility, according to a roadmap, suitable to the actual situation of the locality to achieve the goal of reducing at least 30% of focal points.

For places with favorable conditions, reduce about 50% of focal points compared to July 1, 2025, completion before August 30, 2026.

The Ministry of Education and Training shall preside over and coordinate with relevant ministries, agencies, and localities to continue to review and specifically guide the implementation; promptly report to competent authorities on issues beyond their authority; summarize and report to the Government and the Prime Minister on the situation and results of implementation before September 6, 2026.
