According to the Government Authority of Information and Communications, in his concluding remarks, the Prime Minister clearly stated that, according to the summary, there are 53 groups of difficulties, obstacles, and recommendations, of which the recommendations that have been thoroughly handled are still few.
The Prime Minister requested ministries, branches, and localities to definitively resolve contents under their authority and that have sufficient legal basis; issues of mechanisms and policies that need to be amended or exceed their authority must propose handling plans and report to competent authorities as soon as possible.
The Prime Minister affirmed that all feedback and recommendations from businesses must be made public and will be publicly posted on the Government Electronic Information Portal, on the electronic information portals of the Ministry of Finance, the Ministry of Justice, and VCCI so that the business community and people can assess whether the feedback and recommendations have been handled satisfactorily and whether they meet the requirements of businesses.
There is still a situation where when businesses ask, ministries answer that according to this clause, this article of this law, this decree, this circular, businesses are requested to base on legal regulations to implement; we think that working method is also good but not effective and has not gone to the end.
Public disclosure is the best method for us to both monitor and evaluate effectiveness, ministries and localities cannot answer in general anymore and also see their own responsibility in handling it to the end," the Prime Minister said.

For the Government, ministries, branches, and localities, the Prime Minister requested to continue to focus on removing obstacles, building and perfecting institutions and substantially reforming administrative procedures more strongly, this is the foundation for development in the coming time.
On the other hand, when ministries and sectors handle business problems, they must not only notify businesses but also send them to all other ministries and sectors and 34 provinces and cities so that when there are similar problems later, businesses do not have difficulties with other localities and ministries and sectors anymore.
The Ministry of Finance and relevant ministries and sectors continue to develop a healthy capital market and corporate bond market; prioritize developing the domestic capital market as a long-term capital mobilization channel.
Urgently complete and submit to the Prime Minister for promulgation the Project on overall reform of the Vietnamese financial market in July 2026. Promote the operation of the International Financial Center in Ho Chi Minh City and Da Nang.
Ministries and sectors continue to review and cut logistics costs, specialized inspections and unnecessary compliance costs; implement risk management, reduce overlapping inspections, and create maximum convenience for production, business and import-export activities.
All new policies must be fully assessed for their impact on costs and business competitiveness; minimize the arising of additional burdens of compliance. The Ministry of Finance, the Ministry of Justice and VCCI regularly coordinate to evaluate the actual reduction of compliance costs.
The Ministry of Finance urgently completes the plan to arrange state-owned enterprises, enterprises with state capital and promote equitization, report to competent authorities in August 2026 and report on the SCIC restructuring project; The Ministry of Industry and Trade develops a Restructuring Project for Vietnam Electricity Group in accordance with the competitive electricity market, and report in the third quarter of 2026.
The Prime Minister requested ministers, heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to directly direct, directly inspect, and be personally responsible to the Prime Minister and the Government for the results of the assigned tasks; not to shirk or evade responsibility or wait for guidance on issues clearly defined by law.
The Prime Minister said that competent authorities and the Government will carry out according to their authority the arrangement, placement, and replacement of some official positions according to work results.
