On the morning of September 22, at the headquarters of the People's Council - People's Committee of Phu Dong commune, Politburo Member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City Tran Duc Thang and National Assembly deputies met with voters before the 2nd Session, 16th National Assembly.
Considering the responsibility of resolving administrative procedures as a service obligation
Speaking at the meeting with voters, Secretary of the City Party Committee Tran Duc Thang said that the operation of the government apparatus has strongly shifted from management to serving people and businesses.
The city not only innovates management methods based on digital systems and data, but also strengthens discipline, order, and individualizes the responsibilities of each working position.
Cadre evaluation is carried out with a set of indicators, quantified results, and graded daily by computers, starting from the head.
For example, the Secretary of the City Party Committee, Head of the National Assembly Delegation is evaluated according to 32 indicators; the Chairman of the City People's Committee is evaluated according to 24 indicators. Every quarter, every month, all the results of task implementation are made public, from the head of the city" - the Secretary of the City Party Committee informed.
According to Mr. Tran Duc Thang, civil servants must consider the responsibility of resolving administrative procedures as a service obligation. The city has also issued a plan on inspecting and preventing corruption and harassment in resolving administrative procedures.
Civil servants are not allowed to request people to travel many times, provide information that state agencies already have or are slow to coordinate the circulation of dossiers of businesses and people.
The inspection and handling will focus on areas that people reflect a lot such as: the issuance of land use right certificates, issues of health, education, environment, planning...
The Inspection Committee, the City Party Committee's Internal Affairs Committee, the City Inspectorate and relevant agencies and units are responsible for monitoring, controlling, and reporting and evaluating the tasks performed. At the same time, receiving, classifying, processing, monitoring and responding to the recommendations of voters and people.
The city gradually interconnects data between agencies, ensuring that each recommendation is resolved to the end, monitored throughout, with clear responsibilities, clear deadlines, and clear results.
Continue to start construction of 60 high schools and inter-level schools
Also at the voter meeting, Mr. Tran Duc Thang informed about the implementation of social security policies in the city.
The city has supported periodic health check-ups and free screenings once a year for people.
Along with that, expand the subjects eligible for health insurance support; increase the level of special support for people with meritorious services, the elderly, vulnerable groups and increase the level of semi-boarding meal support for about 650,000 primary school students; requirements on ensuring hygiene, food safety, developing nursing homes, and taking care of the health of the elderly.
The city has focused on immediately solving the shortage of schools, classrooms or schools that do not meet standards, especially at the high school level.
In the 2026-2027 school year, the city has added 4 high schools to operate. Currently, the city is continuing to allocate land funds to invest in synchronous public schools.
On October 10th, Hanoi will continue to start construction of many high schools and inter-level schools.
Regarding the issue of access to housing for low-income people, young people, workers, and vulnerable groups, the City Party Secretary affirmed that this is a content that the city focuses on.
The city has been and is implementing 146 social housing projects, with a total of nearly 130,000 social housing apartments.
At the same time, the city is deploying 2 rental housing areas, with more than 7,000 apartments.
On October 10, the city continues to deploy social housing and rental housing areas. It is expected to put in 370,000 social housing and rental housing units from now until 2030 to meet housing needs for all subjects, especially people with income and vulnerable people.
