The Deputy Prime Minister requested to promptly overcome the situation of slow handling of reflections and recommendations at some ministries, agencies, and localities.

On August 18, the Government Office said that it had Official Dispatch No. 8199/VPCP-PL conveying the direction of Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau on perfecting the law.

The document states: Considering the proposal of the Ministry of Justice in Report No. 572/BC-BTP dated July 20, 2026 on the summary report on the results of legal improvement; difficulties and obstacles, proposing amendments and supplements to legal normative documents (VBQPPL) as required in Resolution No. 27/NQ-CP on the regular meeting in January 2025 of the Government and the results of implementing Decision No. 244/QD-TTg of the Prime Minister on approving the Project "Application of digital technology in receiving and processing feedback and recommendations on VBQPPL" in the second quarter of 2026, Deputy Prime Minister Le Tien Chau basically agreed with the proposal of the Ministry of Justice.

Regarding the implementation of Resolution No. 27/NQ-CP and assigned tasks according to the 2026 Action Plan, the Deputy Prime Minister requested ministries and ministerial-level agencies according to their functions, tasks, and authority to accelerate progress and improve the quality of construction and promulgation of documents detailing laws, ordinances, and resolutions of the National Assembly, thoroughly overcoming the situation of delays and debts in promulgating detailed regulations.

Focus on thoroughly handling difficulties and obstacles in reports on the results of reviewing VBQPPL; proactively build and promulgate according to their authority or submit to competent authorities for promulgation relevant VBQPPL affected by the arrangement of the organizational structure of Ministries and ministerial-level agencies as prescribed in Article 11 of Resolution No. 190/2025/QH15 on handling a number of issues related to the arrangement of the state organizational structure before February 28, 2027.

Periodically report quarterly on the implementation of Resolution No. 27/NQ-CP, fully and promptly update the progress of building and promulgating legal documents under management on the "Information Management System of the Legal Document Building Program"; focus resources on organizing the implementation of general review tasks of the legal documents system according to the plan of the Steering Committee for general review of the legal documents system.

Ministries, ministerial-level agencies, and People's Committees of provinces and cities, according to their functions, tasks, and authority, continue to effectively organize the implementation of Decision No. 48/2025/QD-TTg promulgating the Regulation on receiving and processing reflections and recommendations on the Information System for receiving and processing reflections and recommendations on legal documents; organize timely and on-schedule handling of reflections and recommendations, and promptly overcome the situation of slow handling of reflections and recommendations in some ministries, agencies, and localities.

Strengthen connection and data sharing with relevant information systems, build a complete, accurate, and unified database, effectively serving the work of building, completing and organizing law enforcement.

Organize guidance and training on the exploitation and use of the System for relevant units and individuals; analyze and exploit reflected and proposed data to serve the work of reviewing and perfecting the legal system, promptly advising the Government, the Prime Minister and competent agencies to study and handle the provisions of legal documents with problematic and inadequate contents.

The Ministry of Justice shall preside over and coordinate with relevant ministries and agencies to regularly urge and inspect the implementation of the above tasks; promptly summarize and report to competent authorities issues beyond their authority.
