Increase horizontal and targeted rotation
On the morning of March 5, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session with the Central Organization Committee on solutions to improve the quality of grassroots cadres.
Attending the working session were Politburo members, Secretaries of the Party Central Committee, members of the Party Central Committee, and alternate members of the Party Central Committee.
According to VNA, concluding the working session, General Secretary To Lam emphasized that the country is currently entering a new stage of development with very high requirements to continue building and rectifying the Party and the political system; reorganizing the apparatus towards streamlining, effectiveness, and efficiency.
Faced with the current situation and task requirements, the General Secretary suggested the need to standardize the "portrait of grassroots cadres" according to the new functions of the local government at 2 levels. The fundamental solution is to re-determine the standards of grassroots cadres according to the new task requirements, instead of maintaining a set of common criteria for everywhere, everything; building a capacity framework according to job positions.
Officials are not only at the level of "meeting standards", but must meet the work requirements according to each position and each area. Each province and city should have a unified standard framework for commune and ward-level title groups, accompanied by a competency appendix prioritizing specific areas.

The General Secretary clearly stated, innovate the selection, arrangement and use of cadres according to the principle of "the right person - the right job - the right area"; review the arrangement of staff after arranging administrative units; overcome the situation of overlapping functions or "excess acquaintances in old jobs but shortage of new employees".
Apply a time-limited probation mechanism for some key positions; increase horizontal and targeted rotation; arrange cadres according to local characteristics. Cadre arrangement must aim to improve local governance capacity, not just to stabilize the organization in an administrative sense.
Upgrade training and fostering from "study to get enough certificates" to "training according to practical problems", "proficiency"; switch to fostering by title and by issue; situational training; on-site support between experienced cadres and young cadres; learning from local practice; supplementing content on serving businesses, rural digital economy, community tourism, social risk management, policy communication skills and inter-sectoral coordination.
Establish a mechanism to evaluate cadres based on output results and people's satisfaction; build a multi-dimensional evaluation system, quantified to suit each title.
Tighten control of power in personnel work
The General Secretary emphasized that it is necessary to tighten the control of power in cadre work at the grassroots level, prevent violations from early and far; strictly implement the Party's regulations on power control and prevention and combat of corruption and negativity in cadre work; publicize criteria and procedures within the internal ranks; increase electronic records, publicize "public service records"; establish an internal reflection mechanism, protect those who reflect correctly; and conduct periodic cross-checks between grassroots and higher levels.
Create motivation for grassroots officials to dare to think, dare to do, dare to take responsibility for the common good; fully grasp the policy of encouraging and protecting dynamic and creative officials for the common good; and at the same time clearly distinguish between creative innovation in accordance with regulations and sloppy work, shortcuts or taking advantage of creativity to violate and profit.

The General Secretary noted that improving the quality of grassroots cadres in the new period is an urgent requirement, of strategic and long-term significance. This is not only the task of the Central Organization Committee alone, of the organizational or internal affairs sector, but a common responsibility of the entire political system, directly linked to the ability to implement the Party's guidelines, the State's laws and the quality of serving the people.
To make big things successful, it must start from building a proper contingent of cadres, especially at the grassroots level, where policies meet life. Doing well in grassroots cadre work is to consolidate the country's operation in the new development stage; contributing to the successful implementation of rapid and sustainable development goals, improving people's lives and realizing the country's strategic vision.
