Determined as the guiding principle of action
In the afternoon of March 2nd, General Secretary To Lam chaired a working session with the Central Policy and Strategy Committee and relevant agencies to orient the completion of the draft Resolution of the Central Government on strategic solutions to promote "double-digit" growth associated with establishing a new growth model.
This is a very important Resolution to be submitted to the upcoming 2nd Central Conference. Also chaired by Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu.
According to the Vietnam Communist Party Electronic Information Portal, speaking at the working session, the General Secretary said that a very welcome thing is that the policy of promoting "double-digit" growth has received widespread attention in society.
The General Secretary requested to correctly define the vision of building the Resolution; put the issue at the historical level and development thinking. The Resolution must be the overall design for Vietnam's double-digit economic growth model to 2045; this is a strategic determination, a historical choice to realize the aspiration to develop the country, but that growth must ensure stability, quality, inclusiveness, greenness and autonomy.
This contains a clear meaning: High determination, steadfastness in goals, not fluctuating in the face of difficulties and challenges; High quality requirements, resolutely not chasing growth at all costs, not trading for macroeconomic stability, environment and social progress; Long-term vision, ensuring today's growth does not harm tomorrow's development foundation, does not reduce resources for future generations.
The roadmap is clear, consistent with the objective laws of the economy, the previous stage lays the foundation, creating a foundation for the next stage, ensuring continuous long-term double-digit growth, realizing the goal by 2045.

The General Secretary clearly stated that this must be identified as a guiding principle for action for the entire political system to unify awareness and synchronize in organizing implementation, ensuring that the Resolution is implemented consistently, effectively and sustainably.
Changing the "driver" of the economy, not simply adjusting the way it operates
The General Secretary requested to further clarify the content of establishing a new growth model. The establishment of a new growth model must fundamentally transform the dynamic structure, that is, change the "engine" of the economy, not just simply adjust the operating method.
This is a systematic shift, requiring synchronous and continuous changes from the Central to local levels, from the public to the private sector, from management thinking to constructive thinking, to form a modern, highly productive and globally competitive economy.
At the same time, the new growth model is not only leaning towards the economy, it is necessary to properly place the role of sustainable development issues such as: Growth must go hand in hand with improving income, improving people's lives; creating more jobs, reducing unemployment; hunger eradication, poverty reduction; reducing the gap between rich and poor; environmental protection; cultural and social development...
The General Secretary requested to continue to clarify feasible resources to achieve the double-digit growth target. “The double-digit growth scenario is a challenge but must have a specific calculation basis. It is necessary to continue to clarify: Where does capital come from? The role of domestic savings, FDI, capital markets? The mechanism for allocating resources according to the market? Research to clearly define macroeconomic safety thresholds such as: inflation; public debt; financial security... ” - the General Secretary requested.
The General Secretary also noted that, in particular, it is necessary to thoroughly grasp the principle of economic accounting and allocation of resources according to efficiency. High growth is only sustainable when all resources - budget, land, resources, credit capital, public assets - are calculated correctly, fully, allocated according to efficiency and accountable.
At the same time, proactively manage risks to ensure high but safe and sustainable growth, not allowing macroeconomic shocks, external fluctuations or social instability to disrupt the development trajectory.
The point to note and emphasize here is to build a "proactive - proactive - flexible - adaptable" development mechanism, in which all growth decisions are considered in relation to the risk and resilience of the economy.
